The statement "should not be discarded outside" means that when the monastic residence, cushions, and other items are damaged due to dampness, moisture, dust accumulation, or breakage, they should not be discarded outside. So what should be done? Therefore, it is said, "should be mended, dried, dusted, and patched," referring to the residence. The statement "mend the cracks with cloth strips" means that the cracks and damages in the residence should be mended with cloth strips. The statement "if the center collapses, then move the two sides to the center" means that if the center of the residence collapses while the two sides are strong, then the two sides should be moved to the center. The statement "replace what should be replaced" means that the residence that should be replaced should be replaced. If it is impossible to repair, then the lamp oil offered to the Three Jewels can be used as essence by any donor. If the residence has become unusable and cannot be repaired, then at that time, the lamp oil offered to the Three Jewels can be used as essence by any donor, and not only that, the lamp oil of the monastic donor should also be used as essence. If the residence cannot be used as the essence of lamp oil as mentioned before, then at that time, it should be mixed with mud, and in order to paint the yellow parts of the walls, pillars, and door frames of the Three Jewels, efforts should be made to mend, dry, and dust it. So what kind of residence, and who should make efforts to mend it? Therefore, it is said, "the designated one is responsible by the recipient," which means that the designated residence is the responsibility of whoever receives the designation to make efforts to mend it. The statement "the remaining part is gathered by the Sangha after striking the ghanta" means that the remaining undesignated residence among the designated residences is gathered by the Sangha after striking the ghanta, and all the bhikshus who have become the Sangha are responsible for making efforts to mend it. Seeing the Sangha stealing, one should not fail to prevent it when the time is right, which means seeing the Sangha stealing and robbing property.

If you see someone stealing or robbing, and if you can stop it, you must stop it. Stealing and robbing are just examples; the same procedure should be followed for things that would be wasted. If the Sangha does not abandon something out of fear, it means that if the Sangha is afraid of robbers, etc., it will not abandon property. Until it reaches its destination, it should be used by the carrier, which means that if the Sangha abandons property out of fear, then whoever picks it up should use it until it reaches the destination of the bhikshu. If it is not possible to send it back to its original place, it should be fully used in another place, which means that if the property cannot be sent back to its original place, it should be fully used in another place. One should not fully use the food and supplies obtained from another residence in another residence, which means that the food obtained from another residence, such as food and drink, and the supplies, such as butter lamps and oil, foot oil, shoes, clothes, umbrellas, wood, roots, trunks, leaves, flowers, fruits, and medicines, etc., should not be taken to another place and fully used, since it does not indicate residence there. One should not give this to that, which means that the Sangha should not give the food and supplies obtained from another residence to someone who eats in another place. He should be made to return what he has received, which means that whatever food and supplies from another residence that someone who eats in another place has received should be made to return to the person who receives offerings for the Sangha. If it cannot be recovered, it should be punished, which means that if the thing received cannot be found, or if the food and supplies cannot be recovered because of reliance on a powerful person, then the person who received the offering should be punished and made to offer it for the Sangha. Here, the meaning is that if a bhikshu lives in another place and takes it to another place, however much he has eaten, he should pay the full price and offer it.
