It is permissible to build a foundation for a dwelling for the sake of the Sangha or for the sake of an individual Bhikshu, which is said by the Bhikshus who have become the Sangha. If there is a patron, let him allow it, which means if that foundation of the Sangha has a patron, let him allow it, then the Bhikshus who have become the Sangha, for the sake of the Sangha or for the sake of an individual Bhikshu, allow others to build the foundation of a dwelling. Places of residence outside or inside the city are permissible, which means that wherever inside or outside the city, Bhikshus enter for the purpose of alms and so on, in order to eliminate their heat and fatigue, etc., it is permissible to build a place of residence, that is, a place of return. Here the scripture is, if the Blessed One allows, please allow me to build a place of residence near my city, until "the patron allows, then build it." Here, saying outside the city is according to the situation, and there is no contradiction inside the city, so here both are briefly summarized. In order to prevent one's own well, one should eliminate the thought of universal attachment by building a wall, which means one's own well, when one draws water, other women also come to draw water, in order not to let women generate a mind of universal attachment, in order not to let them see each other and block each other, one should eliminate the thought of looking at women and generating universal attachment by building a wall, that is, when women come there for the sake of water, if seeing them generates a thought of desire, then separating them with a wall will not cause that fault to arise. One should take care of women by filling one's palms with water and feeding them, and one should not pour water continuously, which means that after a woman has drunk a palmful of water, one should fill the second palmful and feed her, and one should not pour the water continuously into the palm while the woman is drinking from the palm, that is the meaning of this word. This refers to the incident of a woman developing attachment to a Bhikshu and dying from bloating with water.

This is what was established from the end of the retreat. The saying, "Those who come during the summer season at that time will have the right to gains," means that during the time of summer gains, if one comes during the summer and stays in that place for more than forty-six days, whether or not one has vowed to stay for the summer retreat, or even if the retreat has ended, one is entitled to a share of the summer gains. Here, the cause for having the right to gains is dwelling, not vowing to dwell. Even if one has not vowed to dwell, but dwells for a long time, however one dwells, one has the right to gains. The saying, "Those who eat but are not given gains should not be assigned tasks," means that those who live only on food and are not given gains should not be appointed to the tasks of the Sangha in that place; they should not be appointed to those tasks. This is said with regard to those who come during the summer. Here, the scripture says that those monks did not receive gains, and the Blessed One said, "If you assign tasks, you should also give gains. If you do not, they should dwell relying only on food, and so should the tasks and gains." Also, other scriptures say that the monks did not accept those gains of food, and the Blessed One said, "You should give them gains of food." These are collected here. The saying, "Tasks should be assigned gradually from the youngest," means that tasks should be done gradually from the youngest. The saying, "For those who do not obtain gains, food should be given," means that for those who do not obtain gains because they do not work, food should indeed be given. The saying, "One should not gather for the gains of others," means that when other monks are obtaining gains, one should not gather there with prior planning without inviting those other monks. The saying, "There is no fault in eating in another temple after arriving at noon without going there beforehand," means that if one has not gone there solely for the sake of food, but has gone to another temple and arrived at noon and eaten there, there is no fault. The saying, "Even if one does not bring one's own food in times of famine, it is also acceptable," means that in times of famine, even if one does not bring food from one's own temple, but eats in another temple, there is no fault even if one has planned it beforehand.
