Yes. The so-called "subduing by the non-insane" means that for those who are blamed for actions done in madness, the Sangha should grant the subduing by the non-insane. Because in a state of madness, there is no expression of speech, therefore, faults committed in a state of madness will not be blamed. Disputes will thus be pacified. This subduing must be requested by him personally from the Sangha, and the Sangha should grant it through a request and four karmas. The mantra for this is: Please listen, venerable Sangha.
