The mantra here is: "You, named so-and-so, are you willing to measure the standard for the Sangha? Willing." "Venerable Sangha, please listen. If the Bhikshu named so-and-so is willing to measure the standard for the Sangha, if the time is right for the Sangha and it is permissible, may the Sangha permit it. The Sangha will appoint the Bhikshu named so-and-so to measure the standard, the Bhikshu who measures the standard is named so-and-so." This is what is said in the request and so on. If searching for others, do not separate by two words. This means that if searching for other non-Dharma sticks, do not separate by two words. Cover or uncover, distribute in the way that increases the Dharma. This means that even if covering and distributing would increase the Dharma sticks, do not cover and distribute. If uncovering and distributing would increase the Dharma sticks, then uncover and distribute. If disciples who have already taken the Dharma sticks try to take non-Dharma sticks, how should the one drawing the sticks deal with them at that time? Therefore, O venerable one, your preceptor and teacher, the same preceptor and the same teacher, those who converse harmoniously, speak agreeably, greet each other, and associate as friends, they have all taken the Dharma sticks, so you should also take the Dharma sticks! If you argue with them, it will not be good. Whisper this in their ear. This means that in order to convey the meaning, whisper in their ear, and say this again and again. Do not take non-Dharma sticks. This means that if you take them, you will violate the Vinaya, commit the sin of wrongdoing, and you must confess. This is the conclusion. Do not fail to ask those who hold the Sutras, the Vinaya, and the Mantras. This means to connect it with taking the sticks. Asking those who hold the Sutras and so on is for the sake of fully understanding the Dharma. Division.
