The so-called knowing shame is to weaken negligence and laziness towards all the precepts that have been taken, and not just falling into sin. In the Mother Sutra, it is said: A bhikkhu with twenty-two qualities should be sought. What are the twenty-two? That is, having wisdom, having discipline, and being perfect from the beginning; knowing shame and having remorse, and being guarded; desiring precepts; being very proficient in the Vinaya, and being able to remember what is heard, accumulating what is heard; understanding the scriptures; being skilled in debate; being skilled in initiating debate; being skilled in the differences of debate; being skilled in stopping debate; being skilled in debate ceasing and not happening again; being proficient in treatises; being skilled in particularly practicing fundamental matters, and speaking without fault; not allowing the creation of sins; body and speech not allowing (the creation of sins); being able to speak and what is said can convey the meaning; being able to understand and what is taught can convey the meaning; being able to distinguish and what is distinguished can convey the meaning; being able to determine and what is determined can convey the meaning; not acting out of greed; not acting out of hatred; not acting out of ignorance; not acting out of fear. A bhikkhu with these upright twenty-two qualities will not rely on either the enjoyment of the Dharma or the enjoyment of wealth. Thus it is said. It should be known that these contents have been appropriately summarized here. The so-called "very proficient in the Vinaya" refers to being proficient in sins and non-sins, which is a synonym. The so-called "skilled in the behavior of debate" refers to being skilled in debate, skilled in initiating debate, skilled in the differences of debate, skilled in stopping debate, and skilled in debate ceasing and not happening again. The so-called "complete attachment" refers to not changing due to the complete determination of meaning, which summarizes proficiency in treatises. The so-called "acting firmly and without fault," where "firm" summarizes body and speech not allowing (the creation of sins). The so-called "acting without fault" refers to fundamental matters being particularly

Skilled in conduct and speaking without fault, and not allowing faults to be made, this is summarized. "Equanimity" means showing that one is not swayed by desire, hatred, and fear. "Understanding" means being able to understand the teachings of others, which is understanding. Therefore, through it, one can understand what is said, understand the teachings, understand what is recognized, and understand what is determined, summarizing the four words below. "To make understand" means being able to make others understand, which is to make understand. Therefore, through it, one can make speak, make understand, make recognize, and make determine, summarizing the four words above. "Wise" means without ignorance and wise, therefore summarizing up to "not swayed by ignorance" and so on. Therefore, it should be understood that everything is summarized by just these. Before those people are pacified, it should be handed over to the Sangha, meaning that before those impartial people pacify the dispute, it should be handed over to the Sangha. If the Sangha cannot pacify it, then wise people should be appointed, meaning that if the Sangha cannot pacify that dispute, then wise monks should be appointed. If asked how many wise people should be appointed, therefore it is said, "Not less than the number of the Sangha," meaning that if it goes beyond the boundary, then a complete Sangha should be appointed. This is also after the Sangha is pleased, it is appointed through petition and two karmas. The mantra is "So-and-so, are you willing to pacify the dispute that has arisen in the Sangha? Willing." "Venerable Sangha, please listen." "If the wise monk named so-and-so is willing to pacify the dispute that has arisen in the Sangha, if the time of the Sangha has come and it is permissible, please allow the Sangha. The Sangha will appoint the person named so-and-so as a wise person, and the wise person named so-and-so will pacify the dispute that has arisen in the Sangha." This is what is said, "This is the petition," and so on. If that Sangha cannot, then their own wise people should be appointed.
