The one arising from the third cause is pacified by giving what is combined with correction and determination, which means: the conflict arising from what is called the "third cause," that is, from what is called "accompanied by downfall," the dispute called "dispute for the sake of downfall," can be pacified by confession, that is, by giving what is combined with determination, by placing it in the process of seeking its essence. Being accompanied by downfall itself is of two kinds: the fault of one's own nature through knowing, and the fault of one's own nature through not knowing. Among them, for the downfall accompanied by the fault of one's own nature through knowing, if it is eliminated by correction, then the dispute arising from it will be pacified. For the downfall accompanied by the fault of one's own nature through not knowing, if one can seek and eliminate one's own nature, then by giving what is combined with determination, the dispute arising from it will be pacified. Thus, it is shown that the dispute arising from the cause of being accompanied by downfall by two causes is pacified. Finally, pacifying the dispute by giving means: the conflict arising from what is called "final," that is, from the cause of not giving what is suitable for work, the dispute called "dispute for the sake of work," can be pacified by giving what is suitable for work, and if it becomes suitable, then the dispute arising from work will naturally be pacified. Then, how can the dispute be pacified by unifying the lineage as it is said? Therefore, it is said, "If the two mediators cannot do it themselves, let the Sangha accomplish it, and persuade them well with words," which means: if the two people who are mediating cannot pacify the dispute themselves, then let the Sangha accomplish this matter well and reach an agreement. Then, if many mediators appear, why is the word "two" used when it says "two mediators"? Although it is true, it is because they exist in two ways, so it becomes two for them. Therefore, the monks said, "Thus." What kind of monks? Therefore, it was said, "Similar ones." Who are similar? Therefore, it was said, "Those two," meaning those two distributors. How many? Therefore, it was said, "More than one." "Even more than one is acceptable" is the meaning of this phrase. If asked, for what kind of monk, one or many, should those two mediate? Therefore, it was said, "To be mediated by the impartial ones." Know that the one who abides in the middle of both sides is the impartial one. Likewise, here in some Vinaya texts that request the pacification of disputes in the context of the Pratimoksha, if asked, what is an impartial monk? The answer is: it is the one who has not gone to either side. They should be permanently appointed by the Sangha, meaning that those impartial ones should be appointed in that place of the Sangha to permanently pacify all disputes that arise in the Sangha, not temporarily appointed for one dispute. Moreover, they should be appointed by the Sangha with joy, through a motion and two karmas. The mantra for that is: Do you, named "So-and-so," rejoice in pacifying the disputes that arise in the Sangha by means of direct discipline? Answer: I rejoice. Venerable members of the Sangha, please listen. If this impartial one, named "So-and-so," rejoices in pacifying the disputes that arise in the Sangha by means of direct discipline, if now is the time for the Sangha and it is permissible, please let the Sangha permit it. The Sangha will appoint this impartial one, named "So-and-so," to pacify disputes, and this impartial one, named "So-and-so," will pacify the disputes that arise in the Sangha by means of direct discipline. This is the motion, and so forth. Here it says, "One should appoint one who does not create disputes," meaning that in appointing an impartial one, one should appoint such a person. One who knows shame and desires to learn, meaning that it should be connected to "one should appoint as an impartial one," here.
