那些不会变得一致的,是因为不属于僧团的范畴,并且与僧团相异。因此,公正的比丘们对于事务,应当避免与说法者不一致,即使与他们一起做事也是允许的。对于说非法者,则不必避免不一致,即使与他们一起做事也是不允许的。如果随顺,则自身会堕落,意思是说,公正者无论是随顺说法者还是说非法者,公正本身会堕落,不能成为公正者,这是总结性的说法。公正,指的是安住于干燥之地,即安住于中间,并且是诚实者。因此,他们是远离争斗的污泥,安住于干燥之地的中间,因此应当了知是公正者、安住于中间者和诚实者。从那两个派别中,不落入任何一方,不落入任何一方,仅仅安住于干燥之地,这被称为公正。就像这里经文中说的那样,在广严城(Vaisali)的比丘们提出十个根据时,应当说那些比丘长老不属于任何一方,也不属于第二方,他们是什么呢?应当说安住于干燥之地的公正者。不做,指的是不应堕落公正本身。这里经文中说:当僧团分立时,公正者应当如何行事呢?不要自己走到任何一方,也不要派遣使者;也不要自己走到第二方,也不要派遣使者,而是要以身体约束,以语言约束,离开界限之外,进行布萨。比丘尼的僧团处于一方和另一方时,应当劝诫,意思是说,比丘尼的僧团,事业和法轮未分离,对比丘的僧团,事业和法轮分离的一方和另一方的交界处,依赖并安住的那些,无论如何也不能偏袒比丘的僧团

Those that do not become harmonious are because they do not belong to the category of the Sangha and are different from the Sangha. Therefore, impartial monks, regarding affairs, should avoid disagreeing with those who speak the Dharma, and even if they work together with them, it is permissible. It is not necessary to avoid disagreement with those who speak what is not Dharma, and even if they work together with them, it is not permissible. If one follows, then one's own self will degenerate, meaning that impartial ones, whether they follow those who speak the Dharma or those who speak what is not Dharma, impartiality itself will degenerate, and one cannot become impartial; this is a summary statement. Impartial, refers to abiding in a dry place, that is, abiding in the middle, and being honest. Therefore, they are those who have abandoned the mud of strife and abide in the middle of a dry place, so it should be known that they are impartial, abiding in the middle, and honest. From those two factions, not falling into any one side, not falling into any one side, merely abiding in a dry place, this is called impartial. Just as it is said here in the scriptures, when the monks of Vaishali put forward ten grounds, what should be said of those elder monks who do not belong to any one side, nor to the second side? It should be said that they are impartial ones abiding in a dry place. Do not do, refers to not allowing impartiality itself to degenerate. Here it is said in the scriptures: When the Sangha is divided, how should the impartial ones act? Do not go to any one side yourself, nor send a messenger; nor go to the second side yourself, nor send a messenger, but restrain with the body, restrain with speech, go outside the boundary, and perform the Uposatha. When the Bhikshuni Sangha is in one faction and another faction, it should be advised, meaning that the Bhikshuni Sangha, whose actions and Dharma wheel are not separated, in relation to the Bhikshu Sangha, whose actions and Dharma wheel are separated, relying on and abiding at the junction of one faction and another faction, in any case, one should not take the side of the Bhikshu Sangha.

It means that if the affairs and activities of the Bhikshuni Sangha have been split, and there are divisions in various aspects, then instruction should not be given as before. When requesting, it should be clearly linked to harmony. It means that when those Bhikshunis who are divided in various ways request instruction, it should be clearly linked to harmony, saying: May you become more harmonious. The gains of summer are the power of the Dharma speakers. It means that in the case of a split Sangha, the gains arising from the cause of the summer retreat are the power of the Dharma speakers, not the non-Dharma speakers. If the two gather together and distribute without discrimination, offering it to the Sangha is also the same. It means that if the Dharma speakers and non-Dharma speakers gather together and distribute without discrimination, offering the distribution to the Sangha, such as offering the Dharma, etc., the Dharma speakers also have the power. It is said thus: Relying on the cause of the summer retreat, whatever gains are offered to the Sangha alone, only the Dharma speakers have the power, and the non-Dharma speakers do not have the power. If everything is arranged like that? Therefore, if that is the measure of the Sangha, then give it to them. It means that in the case of possessing gains, if there are four or more Dharma speakers, then arrange for those gains to belong to them. If they are few, how should it be done? Therefore, if they are few, and the other side is the same, then it is decided by the one who offered it. It means that if there, the Dharma speakers are fewer than the measure of the Sangha, and the non-Dharma speakers are the complete Sangha, then the distribution of those gains is decided by the people of both sides.
