That which is called "constituting an offense" means: if one engages in all those activities such as discussing based on what is seen, heard, and suspected, with a basis, due to the decline of discipline, views, rituals, and livelihood, then it constitutes an offense. The word "etcetera" includes: remembering, introducing into a context of discernment, being accompanied by speech, not admonishing, establishing the Uposatha, establishing censure, and activities accompanied by pegs. These activities also constitute an offense if there is a basis. If there is no basis, and one engages in discussions etc. based on the decline of discipline etc., then it does not constitute an offense. That which is called "not doing because the basis is not good" means: not doing those discussions etc. because they are not seen well, not heard well, and not suspected well. Seeing unclearly is not seeing well. Hearing unclearly is not hearing well. Understanding with different intentions and weak faith is not suspecting well. That which is called "here, things are not the cause of truth" means: on this basis, things are not the cause of truth, but rather, recognition is established as the cause of truth. Even if things are true, if one discusses without the recognition of seeing etc., then one will only be discussing etc. based on having no basis. Even if things are not true, if one discusses through the recognition of seeing etc., then one will only be discussing etc. based on having a basis, which is what is being shown. That which is called "hearing is of three types: the sign of action, others saying it, and oneself hearing it accordingly," "the sign of action" means: whatever sound enters that action, those sounds there, whatever nature arises together with that action, that is the sound of the sign of action. For example, for actions such as engaging in non-celibacy and holding, the sound of rustling, and the sound of being struck by a fist and slapped by a hand, that is hearing the sound of the sign of action. That which is called "others saying it" means: whatever others do, such as engaging in non-celibacy and holding, whatever is heard from others saying it. That which is called "oneself hearing it accordingly" means: so-and-so did such a thing.

So, others refer to those rumors heard in another place, which one has heard from another place. Here, the scripture is: Here, in what ways, what signs, and what characteristics will monks commit sins, those ways of giving sins, those signs, those characteristics, and the giving of sins that lead to sins, hearing these and the rumors also arise from this, and abide by their own nature, similarly, by this, that monk commits a sin, if heard from the words of a credible person, then it is established in that fundamental place or elsewhere, if established according to the Dharma, then it is established according to the Dharma, this is what is said. Everything that was said there is gathered here in order. Not believing is not fundamental, meaning that those who hear but do not believe, should know that it is not fundamental. Here, the scripture is: If it is not heard from the words of a credible person, this is what is said. The completely purified foundation has already been discussed in the chapter on the foundation of the Vinaya. Now, in order to summarize the chapter on the completely purified foundation, it is said that if it is multiple knowledge, then it is because of wanting to talk, etc. If the sin being talked about is If it is known by multiple monks, then for him, talking and remembering, and introducing debate, etc., are not necessarily done in order of seniority, but whoever wants to talk can do so at will. Here, the scripture is: In the request for the sin of false speech, if the venerable monk violates the precepts in the Sangha, who will talk about it? Whoever wants to, let him do it. This is what is said. Not being a prohibition distinction, it cannot be established, meaning that not being the time for prohibition distinction affairs, the prohibition distinction cannot be established. Not being a Uposatha, it cannot be done, meaning that not being the time for Uposatha affairs, the Uposatha cannot be established. Performing the establishment, the establisher born of a woman or another performs the establishment, or having already performed the establishment, it is not an establishment, meaning that the establishers who perform the Uposatha and prohibition distinction, they perform the establishment.
