It is so. Saying it twice means that the culmination of the second is complete. Saying it three times also means that the culmination of the third is complete. Saying "The performer who is associated with illness is also the same" means that whoever is the performer of making prohibitions and distinctions is the patient, that is, the performer is associated with the patient, and his object is himself. His making prohibitions and distinctions is also the same as before, it is not accomplished. This shows that if a patient makes another bhikkhu make prohibitions and distinctions, and says, "Do not make prohibitions and distinctions to the sangha who are dwelling in the summer in three places," that is not accomplished. If you ask, "Is it not only that he himself does not accomplish the establishment?" Therefore, it is said, "By the messenger as well." The patient's making prohibitions and distinctions by the messenger is also not accomplished. The word "as well" is a summary of saying that even if one establishes it oneself, it is not accomplished. Saying "Also to the patient himself" means that if others make prohibitions and distinctions for the patient, he also makes the patient's prohibitions. Establishing the prohibition is not accomplished. Here, the prohibition and distinction mentioned are examples of making confession and instruction. Saying "Do not harm him" means that whatever shows that making prohibitions and distinctions is not accomplished, the sangha should not harm him either. If you ask, "How should the sangha not harm the patient himself or the patient who is sent by him to make prohibitions and distinctions for others, and others themselves or the patient who is sent by them to make prohibitions and distinctions for the patient?" Therefore, it is said, "The venerable patient is unable to endure the combination, you stay here," or "The venerable messenger patient should not be questioned or examined," one should answer in this way. If the patient himself makes others make prohibitions and distinctions, then the sangha should answer that patient, "The venerable patient is unable to endure the combination, you stay here." If the patient makes others make prohibitions and distinctions by the messenger, then the sangha should answer that messenger, "The venerable messenger patient should not be questioned or examined." If others make prohibitions and distinctions for their own patient, then the sangha should say to that other

If the elder is unwell and cannot tolerate mediation, one should answer, 'Please rest.' If others are assigned to discern the patient, then one should answer the person assigned by the Sangha, 'Elder, you should not argue with or examine the patient.' Even if one does not understand the nature of the action and the actor, one should not start an argument. 'Not understanding the nature of the action' means hearing that a certain noble one has committed a fault, but not hearing that he has committed this or that kind of fault. 'Not understanding the nature of the actor' means hearing that the noble one has committed this or that kind of fault, but not hearing that it was so-and-so who committed it. Therefore, even if one does not understand the nature of the action and the actor, one should not start an argument. The others should not intervene in the argument at an inappropriate time. 'The others' means that others besides the actor, the patient, etc., should not intervene in the argument at an inappropriate time, but should intervene at an appropriate time. 'Do not fail to maintain mindfulness and awareness' means that one should not intervene in the argument without manifesting mindfulness and awareness. 'Do not be on the periphery' means to argue in a remote peripheral area other than a place where arguing in front of those who should be avoided, such as the person's teacher, preceptor, Sangha, or unpleasant people who should be protected, would give rise to the thought, 'He will despise me,' rather than arguing in the midst of those who should be protected. One who possesses an iron revealing stick should be condemned by the holy ones. Whoever uses an iron revealing stick to point out faults is one who possesses an iron revealing stick, that is, one who hits the mark in front of many people. Its essence is the very one who hits the mark. Because this should be condemned by the holy ones, one should not engage in argument on the periphery. 'Do not allow opportunity' means do not allow someone to gain an opportunity somewhere.
