The so-called "belonging to the basis of purification" refers to belonging to the category of the basis of the Vinaya, which has already been explained. Now, in order to summarize the chapter on the basis of purification, it is said: "The immoral should be expelled." Here, the so-called "immoral" should be understood as referring to those who have committed a fundamental transgression. The so-called "the Sangha has authority over this" means that the Sangha alone has the authority to expel the immoral. Because the affairs of the monastery are entirely dependent on the Sangha, the Sangha alone has authority over this. Here, the scripture is that the Blessed One taught, "The immoral bhikshu should be expelled," then by whom should he be expelled? The answer is: "By the Sangha." The so-called "he should not abandon him" means that the Sangha should not abandon the expelled immoral person, that is, the Sangha should strive to help him. The so-called "one should be tolerant of the fallen" means that just as one is tolerant of others who have been severely punished for the actions of a novice who has fallen, so too should one be tolerant of him. Here, the scripture is that in the rite of repentance for the expulsion of a novice, the Sangha causes him to fall by the act of expelling the novice, and if he wants to return, should he be tolerated? The answer is: Should he not be tolerated? He should be tolerated. The so-called "if those who punish do not designate, tolerance for the punished is not established" means that if those bhikshus who carry out the punishment do not designate, saying: Please be tolerant of this punished person, then it is not established that other bhikshus are tolerant of him. If other bhikshus want to be tolerant of this punished person, then in any case, it must be designated there by those who carry out the punishment, and only after doing so can he be tolerated. The so-called "one should not dwell in the place abhorred by the expelled" means that the dwelling of one who has been expelled from the household, that is, the place where the abhorred behavior is, he should not dwell in that place. He should go elsewhere in order to completely abandon distrust. Here, the scripture is the Vibhanga.

It is said, "Venerable one, depart from this place," etc., and what is the meaning of expulsion requested by the Brahmin's daughter, a Bhikshuni? The attendant (referring to Ananda) said that was his name. However, those who should be expelled are those Bhikshus who destroy the Sangha; they should not be allowed to stay here, this is what the Buddha said. All those who are expelled should not be allowed to reside, nor should they be allowed to enjoy. This means that one should not live together with them, nor should one share with them. These two points should be understood as applicable to all those who are expelled. It is not only for those who are expelled without abandoning their views that these two points need to be understood. This is also what should be expelled. Here, the scripture is: The Brahmin's daughter, a Bhikshuni, requested, "Can those who are expelled be called having companions? Can they be called having friends? All those who are expelled should be called solitary, without companions, without a second companion." "Can those who are expelled be called having enjoyment? Can they be called not having enjoyment? All those who are expelled should be called not having enjoyment." This is what the Buddha said. The so-called "establishment of perception regarding this" refers to establishing this perception regarding those who are expelled, that is, if someone knows, "This person is expelled," but does not abandon him, there will be fault, but if one does not know, there is no fault. Here, the scripture is: If someone knows that someone is expelled, one should not live together with him, nor should one share with him; if someone does not know that someone is expelled, and lives together with him and shares with him, there is no transgression, this is what the Buddha said. For all things that should be completely abandoned, for those who have completely abandoned them, one should also understand that they have a similar way of acting as this. In action, these two, one belongs to the side of what is not Dharma, and one belongs to the side of what is Dharma, and they cannot coexist. That is to say, whether it is different karma or different cycles, in any different state, one should not allow residence, nor should one allow enjoyment. These two belong to the side of what is not Dharma, while the side of what is Dharma cannot coexist.
