Therefore, it is said, "One should abide as one pleases," meaning that one should abide in whatever monastery one wishes for as long as one wishes. The statement "The king does not create discord" means that the king, the Buddha Bhagavan, dwells within the boundary, and even if he does not follow the assembly of the Sangha, performing the activities of the Sangha will not create discord, because he is another noble being, so he does not create discord in the activities of the Sangha. This is its summary. The statement "He does not supplement" means that the king does not supplement the Sangha, the supplementer is supplemented by the king, and does not perform pure activities. The statement "Because he is not the action, he does not break" means that because he is not the action, he does not break because of the action, which refers to the actions established such as bestowing the Bhikshu vows. Here it is asked: If when bestowing the Bhikshu vows, one does not perform the request and the four karmas, then should one say "ordained Bhikshu" or "not ordained Bhikshu"? The answer is: One should say "not ordained Bhikshu." This is said in the case of bestowing the Bhikshu vows, but it is the same for all situations, so here it is summarized generally. In order to dispel the doubt that even if most of it has been done, but because the karma has not been completely completed, one might doubt whether it is equal to not doing it, therefore it is said, "If most of the words have been said, then it is equal to having done it," meaning that if most of the words of the nature of the request or the nature of the statement have been said, that is, two-thirds have been said, then when saying one-third, it is equal to having said it all. There are three kinds of meanings in requests and statements: The first is to state only one's own nature, for example: "Venerable Sangha, please listen to me. This person named so-and-so, wants to receive the Bhikshu vows from so-and-so, he is a man, and also has male faculties, and is also twenty years old, his three robes and bowl are also complete, and he is completely pure of obstructive dharmas." Should it be said that they have done the Uposatha? Answer: It should be said that they have done it. A madman is just an example, so all those who have lost their nature should be included, because they are similar. Saying "following the splitting of the Sangha" is similar to making a request, meaning that just as a request made by someone who has not taken full ordination is invalid, similarly, following the splitting of the Sangha due to these causes is also invalid. For example, if one takes the counting sticks improperly, or forces others to take the counting sticks, or falsely proclaims Dharma and non-Dharma, then following the splitting of the Sangha is invalid in this way.
