收集这部名为“不成立遮止”的其他法。为何要遮止呢?因此,说了“由与所作事者不同者”。因此,遮止是成立的。由于对谁作事,遮止是不成立的。为何要从一切中去除对谁作事是容易的呢?因此,说了“如果具有不和合与法”。不和合是断罪之业。具有法是:接受意愿,僧众集会,祈请等与理相合。如果那业是那样的,那样的业就去除了。如果对谁作事的业不是不和合,也不是具有法,因此,遮止也是成立的。对于断罪之业和从祈请中计数等,对谁作事者,因此遮止是不成立的。对于布施、驱逐、容忍和委任等,对谁作事者,因此遮止是成立的。此处所说的布施,要知道是给予手杖等的布施。此处的经是对于根本事中,尊者世尊所说的“对谁作事者,遮止是不成立的”。尊者,对谁不是法的行为者,对他的反遮止也不成立吗?近处转是成立的。尊者,暂时委任十二个人,如果他们这样说:请不要委任我们,那么他们的反遮止也不成立吗?近处转是成立的,不成立。那句“不成立”我是考虑到断罪之业而说的。以何种相貌的人遮止是成立的呢?为了依止他。说了“不从行为中退失,安住于自性,以及正确地守护语言”。因此,他们的遮止是成立的。那些遮止不是有罪的,因此他们的遮止是不成立的。不从行为中退失等所有那些相貌,他们的遮止都成立吗?因此,说了“除了不明显和包含内部”。此处所说的不明显是,要知道属于律藏的行为是不明显的

This other Dharma called "Not Establishing Reversal" is being collected. Why is it reversed? Therefore, it is said, "By someone other than the one who performs the action." Therefore, reversal is established. Because of the one on whom the action is performed, reversal is not established. Why should it be easy to remove the one on whom the action is performed from everything? Therefore, it is said, "If it possesses discordance and Dharma." Discordance is the action of cutting off. Possessing Dharma is: accepting intention, the Sangha gathering, making requests, etc., which are in accordance with reason. If that action is like that, that kind of action is removed. If the action performed on someone is not discordant and does not possess Dharma, then reversal is also established. For the action of cutting off and counting from requests, etc., for the one on whom the action is performed, therefore reversal is not established. For giving, expelling, tolerating, and appointing, etc., for the one on whom the action is performed, therefore reversal is established. Here, giving is to be understood as giving a staff, etc. Here, the scripture is for the fundamental matters. The venerable Bhagavan said, "For the one on whom the action is performed, reversal is not established." Venerable one, for the one who is not acting according to Dharma, is his counter-reversal also not established? The nearby turn is established. Venerable one, for the time being, when appointing twelve people, if they say this: please do not appoint us, then is their counter-reversal also not established? The nearby turn is established, not established. That statement "not established" was said by me considering the action of cutting off. By what kind of appearance of a person is reversal established? In order to rely on him. It is said, "Not degenerating from conduct, abiding in nature, and correctly guarding speech." Therefore, their reversal is established. Those reversals are not sinful, therefore their reversal is not established. Are all those appearances, such as not degenerating from conduct, etc., are their reversals established? Therefore, it is said, "Except for the non-manifest and including the internal." Here, the non-manifest is to be known as the actions belonging to the Vinaya are non-manifest.

. This summarizes what is said as "childish, foolish, and unwise." "Including the inner" refers to holding grudges, which is the one who prevents others. If there is resentment, it is not easy to follow reason with resentful things, so these two are excluded. The scriptures say, how many monks are easily dissuaded? There are four, namely, abiding in one's own nature, abiding within its limits, not falling away from conduct, and properly guarding speech. Here, it should be understood that by merely properly guarding speech, both the non-obvious and the including the inner are excluded. From the subtle, how many monks properly guard speech? Up to the close retinue, they do not lie, do not slander, do not use harsh words, and do not speak meaningless words. To summarize what is said, it is said that "conforming to lying is not properly guarding speech." The so-called "conforming to lying" is that the mind is not withdrawn from lying, which is not properly guarding speech, but not because of any memory loss that becomes a lie. Is it only in this way that speech is not properly guarded? Therefore, it is said that "slander, harsh words, and meaningless words are also." To continue the statement that "conforming is not properly guarding speech," the word "also" is said again, and it should be seen that their respective conformity is also regarded here as not properly guarding speech. "Not abiding in one's own nature also belongs to them" means that not abiding in one's own nature also conforms to lying, etc., so not properly guarding speech can also be called not abiding in one's own nature.
