It is the action itself, that is its definition. The statement "should not be turned into karma" means that the one who supplements should not be turned into karma. That is, when one bhikkhu supplements three bhikkhus, when it becomes a sangha, it should not be turned into karma, because it is not permissible for one bhikkhu to perform karma on three bhikkhus. If a fifth person supplements four bhikkhus, then they can be turned into karma, because there is a situation where a group of four who do not perform karma become a sangha. The statement "those who have not received full ordination, those who have lost their vows, those who have committed the five heinous crimes, those who hold wrong views, those who are in a different place, and those who are in a different category are also not" means that these people are also not supplementers. The term "holding wrong views" refers to universally practicing any of the sixty-two types of views mentioned in the Brahma Net Sutra. This summarizes the statement that "all those who have the same views, are completely pure in discipline, are assembled, and abide should perform the posadha, karma, petition and two actions, and petition and three actions." The term "being in a different place" refers to those who perform the act of severance, such as transfer. This explains that a group of four can act; if a transfer is performed and four people do it, then it is acting in a non-dharmic way. From the root, inflating and enjoying, and expelling from the dwelling, if four people do it, then it is acting in a non-dharmic way. Here, the mention of "expelling from the dwelling" is an example of transfer. By mentioning transfer and so on, it is also established that accepting the precepts is also included, because accepting the precepts is the most beneficial. The term "being in a different category" should be understood here as referring to one who does not approve of the side that is in accordance with the Dharma. Because those who approve of the side that is not in accordance with the Dharma, who are in a different category, are already included in the term "holding wrong views." Therefore, for the actions of those who approve of the side that is not in accordance with the Dharma, those who are in a different category who approve of the side that is in accordance with the Dharma are not supplementers.

It should be connected in this way. To include errors is also, this "also" word, is to dispel the reason for not being a supplement. Also, the word "also" is spoken, because it is said that "all precepts are completely pure," therefore this sutra was made. Here, the complete purity of precepts means that complete purity is achieved by the complete purity of all downfalls, and it is not enough to merely become a defeat. In this way, the text here is, in the scattered clauses, it says: How much does a monk become not naturally abiding? How much does a close attendant become not practicing more, practicing more and not learning the precepts of a monk? With so many close attendants, one becomes not naturally abiding. It is said like this. For any kind of transgression, etc., if one has made a mistake, as long as one does not confess or bless, then one should know that he has fallen from the complete purity of the nature of a monk, therefore it shows that he is not naturally abiding. Not naturally abiding itself says that it should not be dismissed. In this way, the text here is: How many people cannot be restored by a monk? With twelve close attendants, namely children and fools, those who are not intelligent, those who are not virtuous, those who are shameless, those who are sick, those who live outside the boundary, those who have been expelled, those who have not correctly restrained their words, those who have fallen from conduct, those who are not naturally abiding, and those who have been given precepts. It is said like this. Because they cannot be restored, therefore merely not having a defeat is not naturally abiding, but it is said that complete purity of all downfalls is naturally abiding. In this way, merely because a defeat has occurred, one cannot speak of taming, therefore do not think that one cannot generate dismissal for his object, this is like a beggar. If one asks: By what is error included? Therefore it is said, because it should be restrained as well, not only because it should be confessed, it is said, not only because of the transgression that should be confessed is error included, but because of the transgression that should be restrained
