It is only accomplishment. For practitioners and others, it only becomes a downfall. Likewise, the wise Ananda, you were wrong not to allow the recitation of the Pratimoksha for the sake of the king's Uposatha, so it was said. 'Do not do what is not accomplished' means: Whatever action is not accomplished, that is not accomplished, that action is not to be done. Likewise, doing what is not Dharma is not accomplished, and that will also cause serious violations to the Sangha, so it was said. Now, what was said about 'if it exceeds the ritual, the action will not be accomplished' will be stated. 'Do not do what is not Dharma' means: actions that are not Dharma are not to be done. 'Not Dharma' means: without discussion, without remembrance, without manifestation through power, starting to perform the action of punishment, and so on. This sutra was made to collect the rituals of making manifest the actions of punishment other than the basis of action. 'Do not do what is inconsistent' means action. 'Do not do what is not done by the Sangha' means: the Sangha does not do the actions of the Sangha. Like this, if the Sangha does actions such as destroying, it will become a division of the Sangha. Here, 'Sangha' means becoming a Sangha, that is, four or more people. Whether it is the area of Bhikshus or Bhikshunis, four or more seem to be a Sangha. 'Those who are not Sangha do not do' means action. If someone asks, for what action, how many people are needed to be a Sangha? Therefore, it is said: expulsion requires twenty or more people to be a Sangha. Therefore, for the act of confessing and expelling a Bhikṣuṇī who has committed a Saṃghāvaśeṣa offense in the Bhikṣuṇī Saṃgha, the Saṃgha is the assembly of all the Saṃghas of both Bhikṣus and Bhikṣuṇīs within the two boundaries. For the act of bestowing full ordination on a Bhikṣuṇī in the central region, the Saṃgha is composed of ten or more Bhikṣus and twelve or more Bhikṣuṇīs. The intention and recitation of vows of the bhikṣuṇī sangha should be offered, empowered, and obtained by the sangha of two bhikṣuṇīs. In this way, the harmony of the bhikṣuṇīs will be accomplished. This should be done by two, that is to say, this offering of intention and recitation of vows should be taken from the bhikṣuṇī sangha by two bhikṣuṇīs and offered to the bhikṣu sangha.
