The performance of (certain) actions is prohibited. The statement "there are four times here" means that a blessed suitable dwelling has four times. What are they? The statement "first spreading bricks" means that one of the times for a blessed suitable dwelling is when the suitable dwelling is first built, at the time of first spreading the brick pavement. The statement "later, together with the workmen" means that after the initial spreading of bricks, from then on, as long as the construction work of the so-called 'workmen' is not completed and there is still a continuation of the workmen's work, any time is another time. The statement "at other times, not separated from the dwelling of monks" means that after the completion of the workmen's work, from another suitable time, from the time when monks first enter there until later when there are no monks there at any time, that is also another time. The statement "those are not there because the monks have gone to dwell" means that when the monks who previously resided there are not there, and other later monks go to dwell there for the purpose of dwelling, that time alone is another time. It is permissible to bless at any of these four times. However, it is not permissible to bless a single suitable dwelling at all four of those times. If asked, how is the time of 'gone' determined in the statement "those are not there because the monks have gone to dwell"? Therefore, it is said, "up to the point of not starting other work and resting, that is it." These two things have not actually been done yet, but up to the time when one approaches the verge of doing these two things, it is to be applied as 'gone'. The statement "up to the point of not starting other work" means that those who have gone, up to the point of not starting other work besides going, such as filtering water, reciting scriptures, and so forth. The statement "not resting" means up to the point of not preparing cushions and so forth for sitting. Thus, that time up to the point of not doing those two things, starting other work and resting, should be understood as the time of 'those are not there because the monks have gone to dwell'. For all
