The so-called "If (the shoes) are divided into seven layers, it is okay even if there are many layers," means that if a householder divides many layers of shoes, even into seven layers, it is okay to wear them even if there are many layers. Here, the scripture says that a lay follower who is close (referring to someone close to the Dharma), even if (the shoes) are divided into seven layers, it is okay. The so-called "merely allowing it, taking it as the essence of the matter, and accepting it in conjunction with it, then it is not accepting what is not allowed," means that the so-called "merely the essence of allowing" refers to merely allowing it and taking it as the matter of the soles, etc. This is accepting the essence of merely allowing. Its essence is itself. The so-called "accepting it in conjunction with it" refers to accepting it in order to combine and encounter what is merely allowed with oneself. The so-called "it is not accepting what is not allowed" means that accepting in that way is not accepting what is not allowed, but only accepting what is allowed. This is to say that if one thinks of making it into one layer to wear, and appropriates many layers (of shoes) by begging, then it is not accepting what is not allowed. This is a summary of the scripture. It is explained in this way that for this (shoe), whatever permissible things there are, such as soles and wool, I will take from here. If, with such a thought, one takes what is impermissible mixed with what is permissible, then appropriation will not arise, therefore that is not taking what is not allowed, because appropriation will not arise for things that are not permissible. Here, The scripture says that a beggar without shoes went begging in Shravasti (舍衛城). A householder took him home, satisfied him with food, and gave him many layers of shoes. The monk said: Householder, the Blessed One does not allow this. The householder said: Venerable, please take it and make it into one layer to wear. He took it and went to the monastery. For this, if a monk thinks of making it into one layer to wear and appropriates many layers of shoes, then there is no fault. The so-called "fancy and bright ones cannot be worn" is connected to the word "shoes." From here onwards, until the following scripture mentions "other things that become ornaments," it is connected to the word "shoes."
