Those who recite the Sutra Pitaka, the Vinaya Pitaka, and the mantra holders, having made requests, should be given the opportunity to listen to the Dharma by reciting throughout the night. For others, they should spend the night by thoroughly discussing and analyzing Dharma-related topics with those (who recite the Sutra Pitaka, the Vinaya Pitaka, and the mantra holders) until the time of the karma. That is, on the night of the fifteenth, those who recite the Sutra Pitaka, the Vinaya Pitaka, and the mantra holders should thoroughly discuss and analyze Dharma-related topics until the time of the karma, until the karma begins, and spend the night in this way. When should this be done? Therefore, it is said that the karma should be completed before dawn. It should be understood that the karma should be completed before the first light of dawn appears. This is taught: the karma should not coincide with the first light of dawn in any way, and the end of the karma should not coincide with the first light of dawn; all activities should be completed before that, before the first light of dawn appears. Until the beginning of the activities, the Dharma should be taught; this is the concluding statement. A monk should be appointed to perform the self-admonishment (Pravāraṇā). That is, at the beginning of the activity, a monk should be joyfully requested to perform the self-admonishment, and then appointed through a request and two announcements. The mantra for that is: Venerable one, are you willing to perform the self-admonishment for the Saṅgha that has resided in the summer? Willing. Venerable members of the Saṅgha, please listen. If this monk, named so-and-so, is willing to perform the self-admonishment for the Saṅgha that has resided in the summer, and if the Saṅgha deems it timely and approves, may the Saṅgha permit it. The Saṅgha appoints this monk, named so-and-so, to perform the self-admonishment; this monk, named so-and-so, will perform the self-admonishment for the Saṅgha that has resided in the summer. This is the request. Venerable members of the Saṅgha, please listen. This monk, named so-and-so, is willing to perform the self-admonishment for the Saṅgha that has resided in the summer; therefore, if the Saṅgha appoints this monk, named so-and-so, to perform the self-admonishment, then those venerable ones who approve of appointing this monk, named so-and-so, to perform the self-admonishment, please remain silent. Those who do not approve, please speak. The Saṅgha approves.

After I have granted permission, the Sangha appoints a Bhikshu named so-and-so to perform the rebuke. In this way, because there is no speaking, it is accepted as it is. If it is not possible, then multiple ones. The meaning is that because the Sangha is numerous, if one rebuker is not able to accomplish it, then multiple rebukers can also be appointed simultaneously according to the previously shown procedure. For the sake of performing the rebuke, others should request the Sangha. The meaning is that after the rebuker has been appointed, not by the Bhikshu rebuker himself, but by another person, a request should be made to the Sangha for the sake of performing the rebuke. The mantra here is: Venerable members of the Sangha, please listen. Today is the fifteenth rebuke of the Sangha. If the time is right for the Sangha and it is permissible, please let the Sangha grant permission. Now the Sangha is performing the rebuke. This is the request. Thus it is said. For this, it can be done from a part of the row. The meaning is that for this rebuke, in one row, multiple rebukers can divide the row from top to bottom and perform the rebuke. Distributing grass mats and sitting in front are also objects of the rebuke. He should distribute the grass mats. The meaning is that the rebuker should first distribute the grass mats separately to all members of the Sangha. Because there is the word "distribute," preparing the grass mats in advance is also his job. Until the rebuke is finished, he should sit in front of each Bhikshu. The meaning is that the rebuker should sit in front of each Bhikshu who is going to be rebuked, as many Bhikshus as will be rebuked, that many he should sit in front of. Just as the one being rebuked sits upright, takes off his shoes, bares one shoulder, the rebuker should also sit in the same way. The grass mats that were distributed earlier, when the rebuke can be understood, both the one being rebuked and the rebuker should hold each other's hands. For this, the rebuke should be made understandable three times. The meaning is that for the rebuker who is standing in front, each Bhikshu should also recite the mantra that makes the rebuke understandable three times.
