Those who dwell outside the boundary, if such events in accordance with the Dharma occur, then for the purpose of accomplishing these, a Bhikshu who has vowed to observe the summer retreat, residing within the boundary, may be permitted to go outside the boundary for less than seven days, and for the sake of these events, to return. This should be added. "Tying the head" refers to the practice of tying the head that children later do in order to ward off evil spirits. "Washing the lying-in woman" refers to the bathing performed to cleanse the womb of the impurities of women who have given birth. "Letting the hair grow" refers to the practice of not cutting the hair of children from that point onward. "Cutting the hair" refers to the practice of cutting the first hair of those children. "Piercing the ears" refers to piercing the earlobes in order to insert earrings. For those who have not taken full ordination, this also applies to the aforementioned situations, except for cases involving Sanghavasesa. That is to say, the events in accordance with the Dharma for Bhikshus and Bhikshunis mentioned earlier, except for cases involving Sanghavasesa, the four kinds of swelling, and expulsion, all offerings to the Sangha, etc., are events in accordance with the Dharma for those who have not taken full ordination, such as Sramaneras, Sramanerikas, Siksamana, laymen, and laywomen. Therefore, if such events in accordance with the Dharma occur for those who have not taken full ordination and dwell outside the boundary, then for the purpose of accomplishing these, a Bhikshu who has vowed to observe the summer retreat, residing within the boundary, may be permitted to go outside the boundary for less than seven days, and for the sake of these events, to return. This should be added. If that is the case, then asking for forgiveness would also apply to them. Therefore, it is said, "Asking for forgiveness for laymen and laywomen is to restore the original state." That is to say, the asking for forgiveness for laymen and laywomen should be understood as requesting the restoration of the alms bowls that the Sangha had previously confiscated from them. For laymen and laywomen who dwell outside the boundary, if such events in accordance with the Dharma occur, such as the confiscation of alms bowls and the request for their restoration, then for the purpose of accomplishing these, a Bhikshu who has vowed to observe the summer retreat, residing within the

Because one dwells in the earth, one can go outside the boundary within seven days, and thereafter one must be blessed to return, it should be understood in this way. If there is a lack of food, medicine, and attendants, and one cannot survive without them, then one should leave, meaning: If a monk vows to observe the summer retreat, and later there is a lack of food, medicine, and sick attendants, and one cannot survive without them, then at that time one should leave the place where one vowed to observe the summer retreat. If one can survive by relying on roots and fruits, etc., then at that time one should stay. If there are obstacles to the monk's discipline, life, and pure conduct, one should also leave, it should be understood in this way: If in that place during the summer retreat there are obstacles to the monk's discipline, etc., one should also leave the place where one vowed to stay. If one generates a discordant mind for the sake of dividing the Sangha and utters sinful words, one should also leave, it should be understood in this way: If someone, while observing the summer retreat, generates a discordant mind for the sake of dividing the Sangha, which is not in accordance with the discipline, thinking: Alas, I must divide the Sangha! And also utters words that are in accordance with sinful words, then at that time one should quickly leave the place of summer retreat and depart alone. If one has the ability to pacify it, one should not fail to leave, meaning: In other places, there are disputes for the sake of dividing the Sangha, and if one has the ability to pacify it, one should not fail to leave, but should leave. If one goes, one should not fail to leave, meaning: From the time of blessing, if one goes there, even if it has been more than seven days, this matter will not become a downfall of the monk breaking the summer retreat, because it was said in this way, so in order to show the inclination to leave, two negations were made. If one has vowed, one should not fail to be connected to the place of summer retreat, meaning: If one has vowed to observe the summer retreat here, then one's own residence and house, etc., which are related to the place of summer retreat, must be done without interruption, and if one does not do it, it is a transgression.
