If it sinks on top of the location, it should be known that the thing is stolen. The term "on top of the thing" indicates that the entire substance of the thing is submerged, not just the water on the underside of the downward-facing surface. This is to show that if the thing to be stolen, such as wood, is completely submerged in the thing of the location, such as water, then it is called stealing. To this, some argue that if the monk thinks, "I will submerge it for now and take it out later," then it is not reasonable to say that sinking from the top of the location to the top of the thing is stealing, because the intention to steal is not present at that time. To dispel that objection, it is said that the thought of "taking it out later" is deception. The thought of "sinking it there and taking it out later" is a deceptive thought, not a genuine thought of stealing. Because even if one thinks "I will take it out later," the thought of stealing still arises at that moment. Otherwise, why would one submerge it? Therefore, a monk, because he has the intention to steal, will do things like submerging things. The meaning of "taking it out later" is the root of the word "to take out," which is also a deceptive meaning, not a meaning of stealing. It is like the scriptures say that a monk rises from the bed where he submerged the goods, enters the water, and as long as he does not touch or stir them, he will commit a misdeed. If the monk did not have the intention to steal at that time, why would the Blessed One establish a transgression? Therefore, at the beginning of submerging, because there is the intention to steal, it becomes stealing when it sinks. If it is stealing caused by washing away, then how should one know what stealing is here? Therefore, it is said that "washing away, etc., is when one surface crosses the boundary of the base of the surface." If asked, "From where does it cross?" Therefore, it is said, "From the boundary." If asked, "What is the boundary from which crossing constitutes stealing?"
