For monks who have become part of the Sangha, if a law is enacted that harms the monks, and even if it is not followed, there is no fault, such a law should not be enacted. This is the meaning of the phrase "Do not enact harmful laws." It is said, "The state of the mouth is the unwashed state." The state of the mouth after sleeping at night is the unwashed state, and it should be recognized as a disordered state. Therefore, until the mouth is cleansed with a toothbrush or the like, one should temporarily refrain from activities such as prostrations and eating. Here, the scripture states: A monk should not eat alms food without discarding the toothbrush. If he eats, he will commit a serious offense. The scripture on prostrations states: The one who rises stays with this, and the attendant rises early in the morning, rolls up the skirt into a circle, discards the toothbrush, and prostrates to the stupa within the boundary, and so on. Therefore, this sutra is mentioned. It is said, "Discard the toothbrush in a secluded place" for the purpose of cleaning the mouth. How should it be discarded? Therefore, it is said, "In a secluded place," meaning secretly. It is said, "In a secluded place, the matter of urination and defecation is also the same." Urination and defecation are excrement, and these two matters are also the same. How should it be done? It should be done in a secluded place, because it is a difference in behavior, so it is made as a sign of femininity. To indicate the location of these two, it is said, "Do not discard it near a tree or wall that can be used." What is suitable for use is what can be used. Do not discard toothbrushes and urination/defecation near those trees or walls. Here, the place where the general public constantly resides is called usable. In order to know the size of the toothbrush, its size is ten fingers.

What is ejected matter but not feces is like how a diarrheal person eats and then vomits to the side. The phrase "others, etc." is the meaning of including all things to be discarded other than feces, etc. In order to show that there are other things similar to discarding a tooth-stick, it is said: Just as cleansing arises from that, so too should one cleanse with clay and cow dung. Just as discarding a tooth-stick gives rise to the cleansing of the teeth, etc., so too should cleansing arise from clay and cow dung. Here, the scripture says: If a tooth-stick is not found, one should also cleanse the mouth with clay and cow dung. What is meant by "the body's also just completed, one should prostrate to a stupa" is that after completing the body's affairs, that is, after discarding the tooth-stick, one should prostrate to a stupa. What is meant by "one should take abiding as the master" is that the word "atha" means to take as master, and not immediately, because in the lower sutra, the word "immediately" appears. From here on, it is taking abiding as the master, it is the summary of abiding showing conduct.
