不信者,即为不信。对他们来说,那些惩罚是合适的。适合以惩罚来惩戒的,就是那些合适的。那些合适的事物,就是那些合适的。不仅是不信者,还有懒惰者等等也适合。安住于责骂之中的,是懒惰者。那也同样适合以惩罚来惩戒。不能忍受言辞,就是心怀不满,那也是。不恭敬,就是不敬,那也是。凡是罪恶之友,就是结交罪恶之友,那 也同样适合以惩罚来惩戒。如果其他人接受了它,那么对那个人会怎么样呢?因此说,接受他人所受惩罚的人,会犯下重罪。如果接受惩罚的人,接受了来自僧团之外的人的惩罚,那么要知道,那会犯下导致僧团分裂,使僧团残缺的重罪。即使那样做了,如果他不为了请求宽恕而恭敬,那时该怎么办呢?因此说,如果不恭敬,为了公正起见,应该任命一位有见识的比丘。如果住持不恭敬,为了公正地纠正他,应该任命其他比丘。有什么样的差别呢?因此说了“有见识”。这样教导说,为了住持公正地纠正住持,应该任命一位有见识的比丘,并且为了让那位不恭敬的住持请求宽恕,应该公正地纠正他。对于放弃理由并请求宽恕的人,应该宽恕。对于放弃不信等理由的人,就是放弃了理由。对于那样的人,住持应该宽恕,应该高兴。那么,仅仅是放弃了理由,而不请求宽恕的人,也应该宽恕吗?不是的。因此说了“对于请求宽恕的人”。这样教导说,如果住持既放弃了理由,又向住持请求宽恕,那时住持应该宽恕。对于不是那样的人,就不是了。不应该用不合适的惩罚来惩戒,不合适的就是信仰等。

The things that are fitting for them are indeed those that are fitting. It is not only the faithless, but also the lazy and others who are fitting. The one who dwells in reproach is the lazy one. That too is fitting to be disciplined with punishment. Not enduring words is being displeased, that too. Not being respectful is being disrespectful, that too. Whoever is a friend of evil is one who makes friends with evil, that also is fitting to be disciplined with punishment. If another person takes that, what will happen to that other person? Therefore, it is said that taking the punishment that has been disciplined by punishment will result in a great offense. If the one who takes the punishment that has been disciplined by punishment is taken by someone other than the one in charge, then it should be known that this will result in a great offense that will cause division in the Sangha and make the Sangha incomplete. Even if that is done, if he does not respect in order to ask for forgiveness, then what should be done at that time? Therefore, it is said that if he does not respect, a knowledgeable bhikshu should be appointed in order to be fair. If the one in charge does not respect, another bhikshu should be appointed in order to correct him fairly. What kind of difference is there? Therefore, it is said to be "knowledgeable." This is what is taught: In order for the one in charge to correct the one in charge fairly, a knowledgeable bhikshu should be appointed, and in order to make the disrespectful one in charge ask for forgiveness, he should be corrected fairly. For the one who abandons the reason and asks for forgiveness, forgiveness should be given. For the one who abandons the reason such as lack of faith, that is abandoning the reason. For that one, the one in charge should forgive and be happy. Then, should one also forgive the one who merely abandons the reason but does not ask for forgiveness? No. Therefore, it is said "for the one who asks for forgiveness." This is what is taught: If the one in charge abandons the reason and also asks the one in charge for forgiveness, then at that time the one in charge should forgive. It is not so for the one who is not like that. One should not discipline with inappropriate punishment, and what is inappropriate is faith and so on.
