If some beggars say to some monks, "You should study this precept," and then he says, "I am a child, foolish, not clever, not proficient, I do not study your precepts," and if he knows that the speaker is very knowledgeable about the monk's place of study, then at that time this offense will be committed. If the speaker does not know the monk's place of study, then at that time there is no second offense. Here the scripture says that only when those who are truly children, foolish, not clever, not proficient, there is no downfall. Who is the maker of that? Therefore, when a monk says, "You should study this" or advises, if he says, "I do not study," and understands through the cause of things, rather than speaking words that proclaim ignorance. Monk, refers to the understanding monk. You, refers to the one who causes downfall. This, refers to what is said in the Vinaya, but if it is said in the Sutra Pitaka, then an offense of wrong-doing will be committed. Saying "should study" means, for the actual, separately determined precepts of downfall, saying "you should study." Advising means, saying words like "you should study this." Like this, when speaking or advising, if the understanding monk speaks words that proclaim ignorance because of causing downfall, then he is the maker of that. What kind of situation? Therefore, saying the cause of things like "I do not study," means saying "I do not study this precept," and that cause of things says like this: "I, the monk, do not study up to here for those who hold the Sutras, hold the Vinaya, and hold the Matrika," but that is not true. To whom does one proclaim ignorance? Therefore, saying "to the understanding one," refers to the monks who possess the Vinaya and are very knowledgeable about the place of study. What are the words that proclaim ignorance saying?

So, therefore, it is said, "If one utters words that proclaim one's own ignorance." This means that a child, a fool, an unintelligent person, an unskilled person, says, 'I will not learn the teachings you speak of.' Because you are ignorant, I will not learn, in order to make this understood, if one utters words that proclaim one's own ignorance, one will commit this offense. In the Sutra Pitaka, it is said that committing a misdeed is also directed at the knower, the speaker, the learner. When a monk says, 'You should learn this,' or advises, because of the matter, making it understood, if one utters words that proclaim one's own ignorance, then he is the one who commits the misdeed. Here, it is said in the scriptures that, except for requests, if one says to those who uphold the precepts, 'I will not learn this,' one will commit a misdeed. In this way, the meaning of the words appears here, if the monk who brings about the offense, to the monk speaker, regarding the object of the teaching, knows that this monk knows, and the monk speaker says, 'You should learn this teaching,' if the one who brings about the offense, with the intention of proclaiming his own ignorance, like this If one says, 'I will not learn,' then uttering the words that bring about the offense, one will commit this offense. The offense of abandoning closeness to the teachings has already been explained. So, what action will become an offense arising from hearing? Therefore, it is said, 'Monks, if there is a dispute, when monks are deliberating, if one listens in order to hear, unless it is to pacify the dispute.' Although there are many debaters and refuters relying on the same matter, but because there are two types, the dual term 'monks' is used. For the monks who are debaters and refuters, if there is a dispute, this dispute is directed at the monks

When they are arguing and discussing, if the monks say something like this, 'I heard it, I will prepare like that,' if they listen for that reason, sitting silently and listening attentively, then they commit an offense. Does all attentive listening lead to an offense? Therefore, it is said, 'Unless it is to pacify the dispute.' The meaning is that unless they listen attentively to pacify the dispute. Here, under what circumstances does it constitute a fault? Therefore, it is said, 'Hearing the sound is a minor offense.' The meaning is that if they only hear the sound, it is a minor offense. 'Understanding the meaning is the fundamental offense.' The meaning is that if they understand the meaning of the sound, then they commit the fundamental offense. Does understanding any meaning constitute a fundamental offense? Therefore, it is said, 'If they are focused on arguing.' The meaning is that if they are focused on arguing and understand the meaning, then it is a fundamental offense. If they enter and know for other reasons, the sound of footsteps, bells, or coughing will not make you understand, then they will definitely commit an offense. 'Unless it is a mistake or wanting to pacify the dispute.' The meaning is that if they enter a place of discussion for other needs, and if the monk also thinks, 'Here the monks are having some discussion,' knowing this, if the sound of footsteps, bells, or coughing does not make you understand what they are discussing, then the monk who does not understand will definitely commit an offense. 'Unless it is a mistake or wanting to pacify the dispute.' 'Do not incite strife,' meaning do not provoke conflict. 'Do not listen,' meaning conflict. 'Do not approach and sit next to the person doing this,' meaning do not approach and sit next to the person doing the conflict, meaning do not sit next to him. 'Do not fail to strive to pacify the dispute,' meaning strive to pacify the dispute. The explanation of committing an offense due to listening is finished.
