The meaning of "is" is: In the previous sutras, it has been explained that for old and damaged utensils, they should be donated while they exist. This indicates that it is also permissible for believers to come to the temple and lend out old and damaged utensils. This is because the previous sutras have summarized the arrival of believers at the temple, and the damaged utensils made by potters, the World Honored One once instructed to 'send them here'. For monks, new utensils cannot be taken back, meaning: If the monastic community needs damaged or requests utensils, when a monk repairs utensils with tools, if there are new utensils, then the new utensils should be permanently donated and cannot be taken back. The scripture here says: New utensils should be donated to the monks, and old utensils should be used by the believers. For the sake of utensils, a storage room should be set up, meaning: To store utensils, a storage room should be set up. Earthen and copper utensils should be placed separately, meaning: Earthen utensils and copper utensils, if there is no other storage room, should be placed separately even in one storage room. Or another storage room should be donated to store copper utensils. This is not certain, if there is no storage room or there are few utensils, then it is not donated. Water should be placed nearby, meaning: For the use of the monastic community, water should be placed nearby. If you ask where to place it, therefore it says: Do not place it randomly. If you ask where to place it, therefore it says: Build a water room for this purpose, meaning: To place water, build a water room. If you ask in which direction to build it, therefore it says: In the southwest corner inside the temple, meaning: Build it at the junction of the south and west inside the temple, because it is always shady there. This is relative to the temple door facing east. If the temple door faces other directions, except for the corner of the toilet, the water room should be built only at the junction of the south and west with reference to the temple.

Laying and chiseling water holes, opening doors, etc. The so-called "installing door leaves and bolts" means: to open windows for that water room, lay brick floors on the ground, and chisel a water hole separately to let the water flow out from there, to open the door, install door leaves for that door, and install a bolt with a handle for that door leaf. The so-called "making crossbars to place water filters" means: to install crossbars in that water room. Here, the scripture says: There, water filtering utensils should be placed. The so-called "placing on wooden low tables" means: water vessels should be placed on wooden low tables, which is a general statement. Or, the so-called "on brick platforms" means: or water vessels should be placed on brick platforms. It is not allowed to place them directly on the ground, therefore it is said "on that base", which means: on the brick platform, water vessels should be placed on wooden boards or wicker baskets, etc. The so-called "water vessels, even for the purpose of bathwater, should be cleaned" means: Water vessels should be immaculate and clean, even vessels for the purpose of bathwater after going to the toilet should be immaculate and clean. This is not only for oneself, but also for the Sangha and others to be immaculate and clean. In order to explain immaculateness, now in order to explain cleanliness, it is said "to be cleaned", which means: what can be used as water vessels, even for the purpose of bathwater, should be cleaned. Likewise, it is also to prohibit placing them in all places, and because it is said "to wipe with earth". The so-called "drinking water also" means: drinking water should also be cleaned and purified. Bathwater should also be done in the same way. The so-called "cannot be distributed with unclean hands and clothes" means: drinking water should not be distributed after being touched and contaminated by unclean hands and clothes. Likewise, here the scripture says: What is the water regulation? The water regulation is what the Blessed One prescribed for the monks regarding the Sangha's and individuals' water vessels and water...
