The meaning of the phrase "one should also do and place it nearby" is as follows. The so-called "triangular or round water strainer with a bottom, or a strainer" means that a triangular or round water strainer with a bottom, or a strainer, should be placed nearby. By mentioning the triangular water strainer, it should be understood that it also includes the round strainer. By mentioning the strainer, it also includes the cloth needed for a spouted water pot. The word "or" is for including all etc., in order to accomplish one necessity. The following sutra says, "Without it, one should not travel and walk," in order to show that particular exclusion. It is said that "taking water with a bird-beak pot and round objects, and the existence itself is also in accordance with it," taking and obtaining water with a bird-beak pot and round objects is in accordance with that water strainer. The so-called "existence itself is also in accordance with it" means that as much water as there is available to take on the road, then it is also in accordance with that water strainer. This shows that as much water as there is available to take on the road, then it is in accordance with the water strainer, and not more, which is naturally obtained. The so-called "without it, one should not travel and walk" means that without a water strainer etc., one should not travel and walk. The so-called "one should not be with the internal one" means that one should not travel and walk with a disgruntled bhikkhu. The so-called "if there is such a cause, one should ask for forgiveness" means that if traveling with him would cause obstacles to discipline and life etc., then if there is such a cause, one should ask for forgiveness from that internal bhikkhu in the monastery, or after being forgiven, travel and walk together. The so-called "when doing something, existence itself is existence itself" means that when accomplishing a need, if there is a tool to accomplish it, then at that time one should know that the tool exists. It was not before, and it will not be after, just as when filtering water, the existence of the water strainer itself is existence itself. Others promise to give it in this way.

That which is called "having it" means: if someone promises, saying, "At the time of filtering water, I will give a water strainer," then he is indeed the one who has that water strainer. If he has not promised, even if other monks have water strainers, that monk does not have a water strainer. That which is called "When traveling, if one does not promise to give when departing, one should not rely on it" means: when departing while traveling, and when one is about to go to another village, if the monk who has the water strainer does not promise to give the water strainer, then one should not rely on that water strainer when traveling, because before departing, when one has not departed, temporarily promising to give is in accordance with the side of not having it when departing later. That which is called "Going to a safe place where one will not be impoverished is not traveling" means: one should know that whoever goes to the side of a safe place where one will not be impoverished by water is not a traveler, because even if there is no water strainer there, there will be no fault. That is the definition of it. That which is called "That is five kroshas" means: that safe place where one will not be impoverished is five kroshas. Here, the treatises on these, in some treatises, say: "Is it permissible for a monk to go to another village or another monastery without a water strainer? It is permissible, if even if he goes there, he will not be impoverished." And in others it says: "Is it permissible for a monk to enter and leave without a water strainer? It is permissible, if even if he goes there, he will not be impoverished, within five kroshas." The previous sutra summarized the previous treatise, and this sutra summarized the later treatise. Thirtieth fascicle. In order to show the exception to the general statement made earlier, "Going to a safe place where one will not be impoverished is not traveling," it is said, "Having placed it in the dwelling and left, not having it, that is not not doing as one pleases," meaning: when a monk places a water strainer in the dwelling and goes to another dwelling, not having that water strainer, at that time it is not not doing as one pleases, but doing as one pleases. That is the definition of it.
