The phrase "novice nuns and novices, etc., commit misdeeds" means: If a bhikkhu causes novice nuns, etc., to fall, and if they cause a bhikkhu to be expelled, then they are the perpetrators of misdeeds. Here, the text in the Distinction states that if a bhikkhu causes a novice nun, etc., to expel a bhikkhu, it is a downfall. Bhikkhunis, novices, and novice nuns will commit misdeeds. The phrase "they too" means: If those who are to be expelled, such as novice nuns, etc., also expel, it is also a misdeed. Here, the text states that if a bhikkhu expels a novice, it is a misdeed. The phrase "also by ridicule" means: Expulsion makes one the perpetrator of misdeeds. The phrase "for laypeople, there is much non-merit" means: If those who are expelling are laypeople, then they are the perpetrators of much non-merit. Whoever has the thought of knowing that other monks are residing in this place, that is the very perpetrator of the downfall. Likewise, here in the scriptures, it is also said in the Pratimoksha Sutra: If any monk, knowing that monks have arrived and are dwelling earlier in the monastery of the Sangha, comes later and oppresses them, and so on. To whom is this kind of thought the very perpetrator? Therefore, it is said, "Except under the influence of sickness or fear, to oppress," meaning to dwell in a place where others are dwelling without their consent. Is it at all times? Therefore, it is said, "Except under the influence of sickness or fear." Here, the scriptures say, "If one is sick or afraid, there is no downfall." This is an example: "Desiring to obstruct, also obstructing monks," means that oppressing later is an example of obstructing monks. Furthermore, desiring to obstruct, also obstructing monks is a downfall belonging to this basis of training. Here, the scriptures are from the Madhyamakavatara: "Evil and killing, and cold and heat, and vessels and washing medicine, yoga concord and recitation, fear and with and without fear." Thus it is said, if a monk obstructs a monk even slightly, all will become a downfall. For admonishment, probing, and so on, there is generally obstruction, but because there are differences in the state of the place and so on, they are different downfalls. Obstructing other than those obstructions shown as downfalls is all misdeeds. The downfall of oppressing later has been explained. Desiring to speak of the downfall of entering the root arising, therefore it is said, "The very roof above the Sangha's monastery is the perpetrator." The very roof above the Sangha's monastery is the perpetrator of the downfall. Thus it is declared: If the monastery belongs to the Sangha, and it also has a roof above, that is the perpetrator of the downfall.
