Here it is explained that if a dwelling is left uncovered, during a short period of time, while others are residing, if it is damaged by wind, etc., even then, the bhikkhu who initially placed it will have a faulty action, but it will not constitute a transgression. Here, the scripture says that if a bhikkhu takes a dwelling obtained from a request for a short period of time, and the dwelling that the bhikkhu has laid out is not covered, or is not allowed to be covered, there will be a faulty action. The so-called "others also" refers to a faulty action, if others leave a dwelling uncovered and it is damaged by rain, etc., even then, it is only a faulty action. Here, the scripture says that it is another person's dwelling, and after having a bhikkhu lay it out, if he leaves without entrusting the bhikkhu to reside there, there will be a faulty action. In order to explain that the same principle also applies to the following four training rules, it is said "the following four also." The four training rules following this training rule, namely, laying out, expelling, subsequent oppression occurring, and the occurrence of roots, in these actions such as "residing," in the place of others, it is a faulty action. Here, the scripture says that if others lay out in a temple, there will be a faulty action. If one expels from another's dwelling, there will be a faulty action. If it is another person's temple, and a bhikkhu subsequently oppresses it there, building a dwelling, there will be a faulty action. Because they are firm, they will not be blown away by the wind, etc. Here, the scripture says that if a monk leaves a bed or small cushion without a cover, without covering it or without giving it a cover, and goes elsewhere, are there any cases where he does not fall into transgression? Yes, if it is made of precious materials. That's what it says. When something that should be collected is spread out and one goes for alms, if wind and rain come, those in the temple should collect it. This means that the things to be collected, that is, the dwelling place, are spread out by the monk without a cover and he goes for alms. At that time, if wind and rain come, the monks in the temple should collect those dwelling places. This is what is taught: If a monk leaves a dwelling place without a cover and goes for alms himself, then if wind and rain come, the monks in the temple should cover those dwelling places. The monk who has gone for alms himself, seeing wind and rain, should respectfully return quickly. There is no certainty about that matter itself, and it is not contemptuous. This means that for the matter of alms itself, going because of the need for alms is not blameworthy, nor is it contemptuous, as this would completely become something to be blamed. Here, the scripture says that one should not spread out something to be covered and go for alms. If one goes, it will become a serious violation. If one forgets and goes a long way, or remembers later, one should resolve not to do this in the future, and one should also say it in words. This means that if one forgets and goes to another place, going a long way, or after going to the dwelling place, remembers that one has left the dwelling place without a cover, one should resolve not to do this in the future, and one should also say it in words. If one remembers before going a long way, then that monk should return. If a monk meets someone coming back on the road, he should entrust it to him for collection.
