Having gone to one place, pouring cold water into the beggar's bowl and offering it to the Blessed One, the Blessed One accepted it and said that it was permissible to do so. Therefore, in all cases, it is acknowledged that water is cold. The transgression of destroying seeds and life has been explained. Wanting to speak about the transgression of mockery, it is said that these twelve people are the doers. For this transgression of mockery, the twelve people who appoint dwellings and food, etc., are the doers, because the transgression of mockery occurs in their field. Who are these twelve people? Two who appoint dwellings and food, two who distribute soup and noodles, the one who distributes trivial matters, two who collect utensils and clothes, spreading and hanging the large summer cloth, the messenger and the decorator, these twelve people are those who the teacher has correctly explained. These are merely examples of fully ordained monks who perform the work of the Sangha, but here also includes the distribution of fruits, etc. Those who have not been appointed are also doers, and should be connected in this way. The word "also" includes those who have been appointed as doers. This is what is shown: whether a monk who performs the work of the Sangha has been appointed or not, if he is mocked or partially mocked, it is a transgression. Preparations that have been indulged in are also doers, and should be connected in this way. The word "also" is for repeating the previously mentioned "also", including preparations that have not been indulged in as doers. This is what is shown: whether the preparations for the work of the Sangha have been abandoned or not, if he is mocked or partially mocked, it is a transgression. Here, the meaning of these two sutras is that the former sutra says that it is a transgression to mock or partially mock those who have not been appointed as the twelve people and have not abandoned the preparations. The latter sutra says that it is a transgression to mock or partially mock those who have been appointed and have abandoned the preparations.

This is what was said. If one follows something, are those the authors? Therefore, it was said, "Because of matters related to me, even if one hears slander, or uses hints to accuse, it is permissible." The word "permissible" was spoken twice, to indicate that it is permissible to do either of these two aspects. "Matters related to me" means to slander or accuse because of one's own needs. Here, the scripture says that if one slanders or accuses for the sake of others, then one has committed an offense. "Hearing" means that in any case, the monk being slandered must hear it directly, and in this way slander or accuse. "Slander" means to say the name and make one understand the nature of abandoning slander. "Hint" means to slander without saying the name of the one being slandered, such as saying, "Some people do this." "Accusation" means to make one understand the nature of hearing slander by speaking to others without saying the name. If these two actions of slander and accusation become false accusations, then they will constitute an offense, but if they are true, they will not constitute an offense. The words "matters related to me" and "hearing" should be understood as being combined with both aspects of slander and accusation. Here, the scripture says that two people, friends and Saraswati (place name), together with the Venerable Neyga, were sitting together for the sake of idle talk, and the Venerable Gyadbu came to that direction, and so on. Regarding counting, it means "real." Counting means that in order to make the downfall manifest, the Sangha, through the act of supplication, counts slander and accusation into the number. If it is counted in that way, and one still slanders and accuses, then for such a person, those twelve people are the authors of the real offense. For the case of not counting, it is the conclusion of having committed a mistake. For the case of not being able to accept even a little, it means do not speak, which refers to advising and reminding someone who cannot accept even a little.
