There is no downfall if one pours on grass etc., if one only has the thought of pouring etc. Similarly, there is no downfall for walking etc., if one only has the thought of walking etc. Because there is no thought of destroying or damaging houses etc. In times of poverty, if one is bound by kusha grass etc. and cannot be freed, it is said that even if one cuts it, it is okay. Even if one cuts kusha grass etc., there is no downfall. When is that? Therefore, it is said, "In times of poverty," meaning in times of poverty. To show poverty, it is said, "Bound by kusha grass etc.," meaning: if a monk is bound by kusha grass etc. Which monk can cut it without downfall? Therefore, it is said, "That," meaning the monk who is bound by kusha grass etc. himself. Is there no downfall in all circumstances? No, therefore it is said, "If one cannot be freed," meaning: if one cannot be freed by any other means. In this way, in the manner described above, there is no downfall if a monk cuts kusha grass etc. in times of poverty. This shows that: if thieves bind a monk with kusha grass etc. that has not been uprooted, and there is no other way to be freed, then the bound monk can cut the kusha grass etc. without downfall. If many monks are bound by kusha grass etc., should they all be cut at that time? No, therefore it is said, "If there are many, then one of them should do it," meaning: if there are many bound monks, then one of the monks who cannot be freed should cut it, and he should also free the others, not all of them should cut it. "That which has no seed nature is not without fault," meaning: the five permissible things are: pulling out, crushing, scorching, cutting, and having no seed nature, which is the fifth. This sutra was made to summarize these five permissible things. That which has no seed nature, even if damaged, is not a fault, such as turnips etc. that are not kept as seeds. Wounds caused by fire, weapons, nails, and parrots, and old ones

Things like squeezing, pounding, cracking, and cutting are permissible. "Touched by fire" means fruits and the like that have been touched by fire. "Scratched by a knife," "scratched by a fingernail," and "scratched by parrots" refer to situations where fruits and the like are scratched by those things. Here, mentioning knives and the like is just an example; scratching with wood and the like is also permissible. "Old" refers to things like raisins. "Pulled out" means pulled out from the root, like radishes and the like being pulled out with their roots. In such cases, there is no need to rely on other examinations to make them permissible. "Pounding" means beating, like using a pestle to pound beans and the like into halves. "Cracked" means becoming cracked; in the case of things like Nepali apples, if they crack on their own, they are not permissible, but if others crack them, they are permissible. "Cutting" means chopping off, like willow branches and the like that have been cut off and used as toothbrushes and the like, without needing other examinations to make them permissible. "Making it permissible does not require waiting until it becomes non-seed" means that making it permissible through examination does not require keeping it until it becomes a non-seed state. This means that examining to make it permissible does not require keeping it in that state until it becomes non-seed. It is said here that mon sran sde'u (a type of bean) and the like should be made permissible by examination with fire and the like, meaning that one should not keep examining until those mon sran sde'u and the like become non-seeds, because this is an examination by a bhikshu, so just touching them slightly with fire and the like is enough to recognize that they are permissible. Here it says, "Steam is not non-fire," meaning that for things made permissible through examination, steam is not non-fire, but is like fire itself. It is said here that for things made permissible through examination, steaming with steam is also like touching with fire; for example, if touched with fire and steam, mon sran sde'u and the like become permissible.
