There are two types of mothers: For those who approach seeking ordination, one should ask, "Are you not a non-Buddhist?" and those who fully ordain should also ask. Non-Buddhists should not be allowed to ordain or be fully ordained. There are two types of obstructing dharmas: Some obstruct the arising of vows, such as killing, etc.; some obstruct beauty itself, such as having a crippled hand, etc. Furthermore, there are two types of obstructing dharmas: Some are in the form of views, such as pointing out, "Are you not a non-Buddhist?" etc.; some are in the form of actions, such as, "Are you not someone banished by the king?" etc. All of these should be explained in order. The phrase "Are you not a non-Buddhist?" refers to the fact that for someone approaching seeking ordination, the preceptor should ask, "Are you not a non-Buddhist?" and those who fully ordain should also ask. So, does only the secret guide ask, and does the executor also ask? Why is the phrase "those who fully ordain also" in the plural? Since "should ask" is in the singular, how can the ending "those who fully ordain should also ask" be in the plural? There is no fault, because the question asked by the secret guide should be understood as something only those who are fully ordained can do. Because only those who are fully ordained are appointed to the task of questioning the secret guide, what he does is closely related to them. The phrase "should ask" can also be changed in classification according to meaning, and can also be understood as asking with language. If those who are asked say they are non-Buddhists, what should be done then? Therefore, it is said, "Except for Shakya and Mepa Ralpa Can, non-Buddhists who are not pleased in their hearts should not be allowed to ordain or be fully ordained." Those who are not pleased in their hearts, do not trust, and do not have faith are non-Buddhists who are not pleased in their hearts. Non-Buddhists who are not pleased in their hearts are...

They should not be ordained or receive full ordination. Is it all heretics? Therefore, it is said, "Except for the Shakyas and the fire-haired heretics." The Shakyas and the fire- haired heretics are excluded. The term "fire-haired" means those who believe in fire, Mapa, without that lineage and belief, who have fully entered into practice, and who have become manifestly diligent, hence the name. Now, if it is only one Khenpo, it is reasonable to use the singular, why is "ordination" used in the plural? There is no fault, because in ordination, many things such as requests are included, and because there are many, the plural is used. The ordination of the Shakyas and the fire-haired heretics, what is followed, is the truth of those two, not false, therefore the Blessed One also said: Monks, I give to relatives the complete abandonment of relatives. In this way, if the name and the named are combined, the meaning becomes easier to understand. Here also, wanting to combine the name and the named in the treatise, it is said, "The use, that is after the heretics and Shakyas, etc., the use of the heretic la," use is the name. That is the named, it is the remainder of the use of the word "heretic" for the two sutras immediately pointed out before. In the first sutra, before "is it not," there is the word "heretic," it is the remainder of the use, in the second sutra, "except for the Shakyas and the fire-haired heretics, the heretic who has not satisfied the mind," those words are the remainder of the use, it should be known as the named use. In this way, the meaning of the words here arises, in the place where there is the word "use" above, for those who approach for ordination, one should ask "is it not so-and-so," those who receive full ordination should also ask, if asked, they say "it is so-and-so," it should be known that it is the time to say "do not ordain or receive full ordination." Now the meaning of the limbs is to be spoken, the heretic is, in the first sutra there is not.

Before the phrase "Is it so?", add the word "Tirthika". The so-called "Tirthikas after Shakya, etc." means that in the second Sutra, for those Tirthikas who are not satisfied with Shakya and Meypa Ralpa Chen, add the word "Tirthika". The so-called "Shakya, etc." means that whatever has the word "etc." refers to Shakya, etc. The so-called "Tirthika after" means that whatever word the word "Tirthika" is after, that word has a Tirthika after it. In this way, that word is both Shakya, etc., and has a Tirthika after it, so it is a Tirthika after Shakya, etc. Also, the word "Tirthika" mentioned in the previous Sutra can also be summarized into one word together, because the word "Tirthika" and "Tirthika after Shakya, etc." have the same meaning. Tirthika and Tirthika after Shakya, etc., the remaining part should be known as having a name. Like this, the name is to make people understand the various aspects of other things, therefore, on this basis of ordination, one should also know the various aspects expressed by "slave", etc. For subtle points, one should know the various aspects expressed by "the king's reward", etc. Chapter Three. If it is said that for Tirthikas who are not satisfied, do not let them ordain and receive full ordination. Then, how can one know that they are satisfied? Therefore, the Sutra says that when correctly praising the Buddhas and correctly speaking of the non-praise of the Tirthikas, being unmoving is being satisfied. The so-called "Buddhas" refers to the Three Jewels, namely Buddha, Dharma, and Sangha. The so-called "correctly praising" means praising the merits as they are. The so-called "correctly speaking of the non-praise of the Tirthikas" means speaking of the faults as they are. The so-called "unmoving" means not changing, so it is unmoving. The unmoving thing is external
