Permission is also granted for what is prohibited, such as the non-temporal food that was previously prohibited, but is now permitted for inner disciples, this is permission even for what is prohibited. What is called prohibition is that even if life is at stake, this thing should not be done in any way. For example, those who proclaim me as a teacher say that even the dewdrop on the tip of a blade of grass should not be used to hold alcohol or be drunk. And, killing and so on, actions that are inherently faulty, should not be done, etc. What is called permission is that for things that can be freely used, there is no fault called transgression whether one does them or not. For example, I permit the reading of non-Buddhist scriptures in order to defeat external opponents. This fifth and the fifth of what is said below as transgression, etc., show the mere understanding of the Vinaya. The fifth (is) the eighteenth. Knowing what obstructs and what does not obstruct, as well as the speaker and the one who shows accordingly, what obstructs and what does not obstruct are what obstruct and what does not obstruct. Knowing these two, as well as the speaker and the one who shows accordingly, the sentence should be constructed in this way. Among them, what is called obstruction is what should not be done, such as killing, etc., in the Vinaya, because it can obstruct, it is an obstruction. Therefore, in the Vinaya, it is also said to be the speaker and the guide. Among them, the direct realization of interruption and non-interruption are two branches. The third is the speaker of interruption and non-interruption. The fourth is the guide. So, how should they be combined? Therefore, it is said that it is combined with the ability to place and temporarily place. The direct realization of interruption, etc., combined with the previous branch, the fundamental ability to place, becomes the fifth, which is the fifty-ninth. Similarly, those four branches combined with the ability to temporarily place, become the fifth, which is combined as the fiftieth. Among them, for the dwelling and the temporary dwelling, the sound of "and" is to show that the dwelling and the temporary dwelling have autonomy. It is shown in this way that these two branches of dwelling and temporary dwelling should not be established as one fifth, but should be combined separately with the four branches mentioned earlier, becoming two fifths. This is the concluding remark. "Placement" means to give. "Placement ability" means the ability to place, and the ability to place is the ability. "What is the ability to place?" It is the dwelling and the temporary dwelling. Thus, the meaning of the words here is: if the abbot goes elsewhere, is it the ability to place the dwelling, or does he go elsewhere with a temporary thought? If he stays because he needs to move, etc., then it is the ability to place the temporary dwelling. These two branches combined with the previous four branches become two fifths, which is the fiftieth. The direct realization of downfall and non-downfall, lightness and heaviness, as well as individual liberation and the appearance of increase, etc., among which downfall and non-downfall are downfall and non-downfall. Lightness and heaviness, the things of these two are lightness and heaviness.
