Therefore, it is said that what is to be robbed is not one's own, and if the garment to be robbed is not one's own, it is a limb of downfall. This is what is shown: any garment to be robbed, if it is given by another or given by oneself with a mind of non-expectation, if it is robbed, this offense will be committed. Then, in the Vinaya, it is said that only what is given by oneself is a limb, and it is also said, "Any bhikshu who gives a garment to a bhikshu," if asked in this way. Although it is true, it is said in that way because of the topic. Like this, robbing what one has given will be an offense, and robbing what another has given should be known to be a greater offense. Just like that, any bhikshu who gives a garment to a bhikshu, and afterwards becomes angry, agitated, and fierce, and displeased, robs or causes to be robbed, as long as the edge of the garment is separated from the body, it is a nissaggiya pācittiya. This offense is without the mind of stealing, but if there is a mind of stealing, it will also become an offense belonging to taking what is not given. "That it is the garment itself" means that if what is to be robbed is the garment itself, it is a limb of downfall. This is what is shown: if what is to be robbed is the garment itself, it is a limb of downfall. Here, saying garment is representative; if other utensils of a bhikshu are robbed, a fundamental offense will also be committed. "His or those commissioned by him, body and speech combined or separate, like those who participate in the act of robbing are the agents" means that "his" refers to what causes downfall. "Those commissioned by him" refers to those commissioned by the one who causes downfall. "Body and speech combined" means that both body and speech are combined to participate in the robbing. "Separate" means that the body also participates separately and the speech also participates separately, but the downfall is one. Observation

This explains that if a monk, either himself or through the body and speech of others, whether simultaneously or gradually, robs clothes given by other monks, and at the final end of things separate from the body, it will constitute an actual sin. The connecting action is a minor offense, meaning that these limbs are the doers of minor offenses at the stage of connecting action. That is to be returned, meaning that the robbed clothes must be returned to the owner. This explains that the robbed clothes should not be used completely. If it has already been used, the remaining part should also be returned, and the downfall cannot be repented until it is returned. Therefore, the scripture here also says that the monk should return the remaining part of the clothes. For example, expelling Bhikshunis, etc., from the monastery, whether by a Bhikshu, Bhikshuni, or Shramanerika, etc., is said to be a Dukkrida (wrongdoing) in the Sutra. Similarly, Bhikshus and Bhikshunis, etc., expelling Shramanerikas, etc., is also said to be a Dukkrida, just as in the Sutra. For this precept of taking away, it should also be understood that for those who have not taken full ordination, it is established as a Dukkrida. Thus, the Vinaya here is about taking away from Shramaneras, etc., and the Vinaya states that Shramanerikas, Shramanas, and Shramaneris will incur the downfall of a Dukkrida. It is said in the Sutra that laypeople and laywomen will increase much non-merit. There are three types of taking away: causing oneself to be depressed, acting with bad intelligence, and acting due to the power of reason. To show that only causing oneself to be depressed is the perpetrator of the downfall of taking away, it is said that the taking away that causes oneself to be depressed is included here. One's own depression, here, is one's own depression. Becoming that, is the taking away that has become that nature. It should be understood that it is included in this precept, and not others. Thus it is declared, among the three types of taking away, only the taking away called causing oneself to be depressed will become the offense here, while the preparatory action is a Dukkrida. The Vinaya here says, Bhikshu, because you do not give clothes, give them. The nature of the remaining two types of taking away has been declared. First, to declare the nature of taking away done with bad intelligence, it is said that acting with bad intelligence is the subsequent taking away. Bad intelligence means not good intelligence, it is unbeautiful intelligence. The taking away done with this is like this: make them discouraged! Make them ridiculed! Make them harmed! Show power!
