If there is doubt, and one says, "I saw it," and if there is doubt about the doubt, and one says, "I saw it," then all that is said is saṃghāvaśeṣa. The meaning of "forgetting is not existence" is that not remembering is not existence, and saying that the thing not remembered is forgotten is not correct. Here, the scripture refers to someone who has seen something, but is also forgetting it, and along with changing their perception, says, "I seem to have seen it." Or they have heard something, but are also forgetting it, and along with changing their perception, say, "I heard it." Or they doubt something, but are also forgetting it, and along with changing their perception, say, "I doubt it." Then all that is said is saṃghāvaśeṣa. Why? Because even if something is actually that way, one cannot say that another basis is the basis itself, and in order to dispel the doubt that "forgetting is not existence." It is said, "The truth of the matter is the cause of not lying," the truth of the matter is not lying, it is the cause of speaking the truth, like this, perception is the cause. This is shown by saying that if a bhikṣu changes their perception, even if the truth of the matter exists, it is still lying, and therefore it will only become saṃghāvaśeṣa. If they do not change their perception, even if the truth of the matter does not exist, it is still speaking the truth, and therefore it will not become saṃghāvaśeṣa, because falsehood and truth are both related to perception, and not related to the truth of the matter. The two sutras, "That is not another basis" and "Forgetting is not existence," are the sources of becoming saṃghāvaśeṣa for imputing impurity to a place of decline. And the sutra that proves these two sources is "The truth of the matter is the cause of not lying." "If one imputes out of anger" refers to what is said there only because of the topic, and not as a limb, here the thought of imputation is a limb. The differentiation of baseless saṃghāvaśeṣa, the arising from the chapter of differentiation is complete.

Now, the Sanghavasesa that accords with the part of another shall be spoken of. Relying on another is the part of another. That which accords with that is according with the part of another. To impute without basis, making the meaning clearly understood, and imputing in a different way, the meaning not being clear, therefore, the words that cause understanding, which constitute a Sanghavasesa, are called according with the part of another, and are also called a little. Now, in the case of the Sanghavasesas previously shown, by particularly engaging in a Parajika offense, also saying 'to the fallen Bhikshu,' and so forth, all those aspects having been acknowledged here, and speaking falsely, some of those distinctions that have been mentioned will be spoken of here. To be spoken of is 'by falsely speaking with words that abide in another thing to be spoken of.' The 'other thing to be spoken of' is: other than the thing to be spoken of that clearly means 'this person has particularly engaged in a Parajika offense.' 'Words that abide in that' means whatever words abide in that place, those are the words that abide in another thing to be spoken of. By those words that abide in another thing to be spoken of, if one imputes a Parajika offense to the fallen Bhikshu with falsehood, or makes either one understand, it becomes a Sanghavasesa. Here, that is the meaning of the Sutra. Here, the example is, for instance, 'We saw the venerable Gyadbu Nortong, we saw the color of the Bhikshuni Utpala, we saw him engaging in unchaste conduct, practicing the Dharma of sexual intercourse,' like that, those three sounds not being mixed together, 'we saw, we saw,' like that, and here, together with that, 'he did that,' like that, because the words that cause the meaning that one wants to say, combining the agent and the action, to be understood are not spoken, therefore, other than the clear meaning that 'this person particularly engages in the Dharma of a Parajika offense,' saying a part and a little, 'we saw him practicing unchaste conduct,' for that meaning of another thing to be spoken of, those words 'we saw him practicing unchaste conduct' abide, and by the words that abide in another thing to be spoken of, also to the fallen Bhikshu, 'he particularly engages in a Parajika offense,' if one makes either one understand, it becomes a Sanghavasesa, that is the conclusion.
