The word "is" was also spoken. This is how it is taught: If a Bhikshuni has fallen, and then is slandered with a fault that causes downfall, it becomes a Sanghavasesa offense. The principle for slandering the impure is this: If one slanders an impure person, there are eleven bases for downfall and six bases for no downfall. What are the eleven bases for downfall? If he has not seen, has not heard, does not suspect, and is accompanied by a distorted perception, then whatever is said constitutes a Sanghavasesa offense. In the statement, if a venerable Bhikshu himself says, "I have taught the impure conduct, the Dharma of intercourse," to that one who states this, if a Bhikshu slanders without basis by stealing, killing, or speaking, what offense does it become? It becomes a Sanghavasesa offense, so it is said. Generally, in the Sutra of the Teaching, it says that what is in accordance with one's own side is grasped by name and acceptance. In order to show the specific exclusion of that, it is said, "From the sect, oneself is not a limb here." Due to the power of name and the power of accepting views, whatever is said to be oneself from the sect, that is, the Bhikshus, and among the Bhikshus, the Bhikshunis, and among the Bhikshunis, the acceptors, and among the acceptors, the non-acceptors, and among the non-acceptors, oneself from the sect, that is not accepted in this occasion of slander. Then, how is it? Slandering those whose names do not agree, and slandering those whose views do not agree, also constitutes a Sanghavasesa offense, this is the concluding word. Here, the principle is that in the statement, if a Bhikshu slanders a Bhikshuni without basis with a fault that causes downfall, it becomes a Sanghavasesa offense. Similarly, if a Bhikshuni slanders a Bhikshu without basis with a fault that causes downfall, it is said to be a Sanghavasesa offense. Similarly, for the acceptor, the non-acceptor; for the non-acceptor, the acceptor, slandering with a baseless fault that causes downfall also constitutes a Sanghavasesa offense. Slandering one who has fallen also leads to a complete offense, so it is said that slandering both the acceptor and the non-acceptor is a very serious complete offense in terms of view.

Therefore, because it has not become a defeat. For those with inconsistent names, it will only become a fault similar to a defeat. If asked: Is it because of truth, or because of untruth? Therefore it is said: Because of lying. If one accuses untruthfully, it will become a Sanghavasesa offense; if it is truthful, it is not, if one speaks untruthfully without a basis of seeing, hearing, or suspicion. If asked: Is it only for the one who is about to be accused that this is the case? No, therefore it is said: It is effective for anyone. It means that it is effective for anyone, communicating, it will also become a Sanghavasesa offense, not just discussion. If asked: Will it be like this if one communicates to anyone with any thought? No, therefore it is said: Because it is the intention of defeat. It is because of the thought of generating defeat, not because of anger, recklessness, or accident. Like this, because with the intention of defeat, one discusses the other with lies, or communicates in order to make others understand, then it will become a Sanghavasesa offense. The classification of offenses is as follows: If the one who has committed a defeat accuses, then it is a Sanghavasesa offense. If the one who has committed a Sanghavasesa offense accuses, then it is a Patayantika offense. If another who has committed a Patayantika offense accuses, then it is a Dukkata offense. If the one who has committed a Dukkata offense accuses, then it becomes a minor Dukkata offense. If one accuses with doubt, then hesitation is similar to uncertainty. The so-called "that is not another basis," the word "that" refers to the basis of seeing, hearing, and suspicion. The so-called "not another basis" means that what is seen is not what is heard, nor is it what is suspected; what is heard is not what is seen, nor is it what is suspected; what is suspected is not what is seen, nor is it what is heard, it should be understood in this way. The meaning of this explanation is that even if there is another basis, if the basis of the discussion does not exist, then it will only become a Sanghavasesa offense. The literature here is, believing what is heard and saying "I have seen it," not believing what is heard and saying "I have seen it," doubting what is heard and saying "I have seen it," and when hearing
