One should not request the Sangha to explain the basis. One should go to investigate purity oneself. Or, it should be said that those who have taken the Bhikshu vows should be sent. The meaning is, if a Bhikshu requests those Bhikshus who have become the Sangha to explain the basis, then those Bhikshus should go themselves to investigate the purity of this basis. Or, those who have taken the Bhikshu vows should be sent to investigate, not others. The same is true for seats. The meaning is, if a Bhikshu requests the Sangha to grant permission for a seat within six years, then for that seat, also, in order to examine its newness or oldness, those Bhikshus who have been requested should go themselves to investigate.
