That is, becoming an enemy of accomplishment, that is, destruction. With what intention does one release or block water, accomplishing one's own work and destroying the work of others, is it stealing? Therefore, it is said, "With that intention." That is, with the intention of accomplishing mine and destroying others. Thus it is taught, if a monk, in order to accomplish his own work, at the place of others' work, blocks water when water is scarce, or releases water when water is abundant, with the intention of accomplishing his own work, and with the intention of destroying the work of others, and because of this, his own work is accomplished and the work of others is destroyed, then, except for the benefit arising from the merit of the field, the accomplishment of one's own work arising from releasing or blocking water, and the destruction of the work of others, this accomplishment itself is stealing. Tenth chapter. If a monk, in order to obtain a share, makes thieves aware of the road conditions, how should it be established as stealing at that time? Therefore, it is said, "To the thieves, for that purpose, making them aware of the road conditions, then obtaining a share." The thieves are the robbers. For that purpose, that is, for the purpose of obtaining a share. Making them aware of the road conditions, the road conditions are the conditions of the road, going there from such and such a road, entering in such a way, and so on. Making them aware is speaking, thus making them aware of the road conditions. Obtaining a share, that is, the thieves obtaining a share of the theft, that is stealing. Thus it is taught, if a monk, in order to obtain a share of the theft, makes thieves aware of the conditions of going to and entering villages and so on, when he obtains that share, then the downfall should be established, this is the summary. If a monk steals land and so on by encircling it, when is it known to be stealing? Therefore, it is said, "By encircling completely encircling the land and houses, then the boundary is reached."

Regarding land, etc., completely surrounded by walls, etc., if one is completely surrounded by the thought of stealing, it should be understood as stolen when one reaches the boundary of the fence, etc., on either side. If one robs another's property by gambling, what is stealing? Therefore, If one says in gambling, "To win in the upper monastic assembly," if one wants to rob another's property by gambling and places the bet in the upper monastic assembly, then winning is stealing. If one bets below, saying, "The opponent's bet is lost," if one places the bet below, then the gambling opponent loses, the opponent's bet is lost, happily lost, hesitantly lost, that is stealing. It is said thus: If one gambles among the villagers, whenever the owner of the property loses all the bets in the gambling, then it is stealing, but winning is not stealing. Then, if that is the case, what does winning become? Therefore, it is said, "That is the bet itself," winning the bet below, winning without the opponent losing the bet, that is the actual bet of defeat itself, it becomes bigger. If the opponent loses the bet itself, then it becomes stealing itself. It is said thus: For one who possesses the object of stealing, winning the bet below, the bet itself becomes bigger. For one who does not possess the object of stealing, it becomes a minor offense. Where it is said, "Exceeding the scope of gambling," the stealing of gambling itself has been explained. Since the details related to it have not been collected, now one should collect those words that are related to the measurement of gambling, including what has already happened, words that lead to downfall, and words that do not lead to downfall, those that are spoken from the distinction. For one who has no intention of stealing, one should not doubt that a fault belonging to gambling will occur, for a monk who has no intention of stealing, that is no intention of stealing, for a monk who has no intention of stealing, one should not doubt that a fault belonging to gambling, the place and name of gambling, that is, stealing, will occur, one should be without doubt.
