The so-called "Vina and messenger" is a summary for appropriately arranging duties. It is for the sake of the Vina's affairs and negligence, and whatever work he does, so that he can accomplish those tasks. The Vinaya text here is that no one should lay out a seat in the food queue and Dharma listening place of the monks.
