The scripture here is, which four disputes did the venerable Bhagavan speak of, and which seven methods of settling disputes did he speak of, for those, which of the seven methods of settling disputes does the venerable Bhikshu use to settle these four disputes, can it be settled? It is not allowed except for the sake of settling disputes, so it is said. What is not suitable to supplement is that in the terminology of the Sangha, excluding from the assembly is not itself, meaning that those who have not received full ordination and those who have fallen, etc., those who are not suitable to supplement the Sangha, those as impartial ones, etc., are also not excluded from the assembly in the terminology of the Sangha, that is its meaning. For others, it should be mainly those with full ordination and including those with full ordination, meaning that for the disputes of other Sanghas, etc., who have not received full ordination, it should be mainly those with full ordination and including those with full ordination, those should settle it. For women, men are reasonable, meaning that whatever the disputes of women are, that should be the reason for settling it immediately. The words of dispute should be written down. From the very thing to be abandoned, to being situated differently in a direction or non-direction, for all those situations, both downfall and dispute are indeed pacified. For those connected with the Sangha, the downfall established by disputes of strife is indeed the manifestation of the Sangha. Even if one has been laid up for a long time with a bad disease, it can also be said that the dispute is indeed pacified. If from death to being laid up for a long time with a disease, the dispute is indeed pacified. Therefore, it is mentioned, "to give meaning" or "to strive diligently," giving meaning is talking. Here, the treatises on decline and so forth are that, among the four disputes of monks, whichever dispute arises, it cannot be pacified by any of the seven dharmas for pacifying disputes. Is it possible to declare that it has been pacified? Yes, if the giving monk passes away, or the given monk passes away, or the giving monk vows to be the given monk. Is it a novice, or a nun who has been expelled? Is it one who dwells in a state of theft, or a eunuch? Is it one who has entered a heretical path, or one who has killed his mother? Has killed his father? Has killed an Arhat? Has caused a schism in the Sangha? Or has drawn blood from the Tathagata with malice? Is it one who should not dwell? Does one vow to be in a state of separation? Likewise, does one vow to be those given monks? Does the giving monk lie ill for a long time with a disease or has he gone elsewhere? Likewise, if the given monk becomes like that, then that dispute should be said to have been pacified, so it is said. This is the section on stating the basis of dispute. The basis of dispute is complete. One who has gone forth supremely with the vows of individual liberation should be revered. The so-called "one who has gone forth supremely with the vows of individual liberation should be revered" is that the one who has gone forth should revere the Bhikshu who is supreme with the vows of individual liberation. The novice should revere the Bhikshu. The female novice should revere the Śikṣamāṇā. The Śikṣamāṇā should revere the Bhikshuni, so it is said, one should do that for that.
