The phrase "should be given to the Sangha of monks with liberation" means that concealing disputes should be given to the Sangha of monks with elders and with individual liberation. The phrase "stating what happened before, it should be given within three months" means that some here say "lasting for six months," which is mentioned in the Sutra, and for those who hold the Sutras, etc., it is said "lasting for one year." It is too long, and for most people here, this should not be the root of complete affliction. Therefore, do not rely on it. The phrase "that is his" means that it belongs to the one designated to conceal the dispute. The act of giving by its very nature is done in this Sutra to encompass all giving. If it is returned, he should say to those who hold the Sutras, Vinaya, and Matrika, meaning that the dispute of the Sangha of monks with elders and with individual liberation, if it cannot be pacified, is returned to him, then it should be given to those who hold the Sutras, etc. The phrase "six months" should be connected to "stating what happened before, it should be given within six months." The phrase "they should give to the elder with power" means that those who hold the Sutras, Vinaya, and Matrika return the dispute, it should be given to the one who is more famous than the elder, more principal than the principal. The phrase "without limit" should be connected to "it should be given within a time without limit," because there is no place to go, it is returned to the one who is more famous than the elder, more principal than the principal. The phrase "without limit" should be connected to "it should be given within a time without limit," because there is no place to go, it is established here in immeasurable time. If asked, how should that elder treat those two who are to be subdued? Therefore, it is said, "Therefore, he should abandon even the smallest thing owned from those two, even washing powder and toothpicks," here the word "also" should be omitted, meaning even washing powder and toothpicks. Also, going together, sitting together, walking together in a place for walking, conversing, and speaking, etc.

Therefore, the phrase "to abandon together from those two" should be connected. If someone follows, say to them, "Venerable ones, you have renounced in the well-spoken Vinaya, but have become fighting, becoming fault-finding, becoming arguing, becoming debating, and have not found abiding, it is not found. You find faults, but you do not find merits. Venerable ones, do not fight, do not find faults, do not debate, neither side wins in debating. Neither side wins in beating. One wins, one loses." It should be said like this. It means that if the monks who are arguing and refuting follow that elder, he should say that to them. To establish well with the wisdom of the vast majority is another way of accomplishing good deeds, meaning that from those ways that have been taught, such as the gathered people should become one lineage, like this, to establish well with the wisdom of the vast majority, it should be known that this is another way of accomplishing good deeds. For the sake of properly ascertaining the Dharma, it is impossible to properly ascertain the mundane precepts. For "this," "this" should be connected as "this" that has been well established with the wisdom of the vast majority. The meaning of "properly ascertaining the Dharma" is, is this not Dharma? Or is it, is this Vinaya? Or is it not Vinaya? And so on, it is possible for properly ascertaining the Dharma, but it is not for properly ascertaining the precepts. Why? Because, it has been said, what is known through its occasion is because it is related to both sides of the debate. The so-called properly ascertaining the precepts is determined by "Did he do this as a basis? Or did he not do it?" and so on, that is not a state that can be understood by people other than the two sides of the debate, therefore, for the thinker himself, there is no need to rely on it, it is extremely numerous, and this and abiding, there is no other way to rely on it. Should one rely on this in that way? Therefore, for the debaters, it is precisely cherishing, it is precisely the most excellent, it is precisely inexhaustible, and those with separate doubts, rely on it.
