《饶公》是关于别解脱戒的争端,在平息争端的诉请书中提到:什么是公正的比丘呢?就是没有偏袒任何一方的比丘。那些由僧团永久任命,是指那些公正的人,在僧团所在地,由所有僧团永久任命,是为了平息发生的争端,而不是为了一个争端而临时任命。这里说的是不引发争端而任命,是指任命公正的人,应该任命这样的人。知惭且乐于学习,这里说的知惭,是指对于所有已经正确接受的学处,都能约束自己,而不是仅仅满足于表面上的好处。在《母经》中这样说到:应当寻找具备二十二种功德的比丘。二十二种是什么呢?即具备戒行,从一开始就圆满,知惭有愧,乐于持戒和学习; 精通律藏,能忆持所闻,积累所闻;通达经文;善于辩论;善于引发辩论;善于辨别辩论的差别;善于阻止辩论;善于使辩论止息后不再发生;精通论典;善于特别地修行根本,能无过失地说话;不容忍他人有过失;身语不造作恶业;能说,且所说能被理解;能使理解,且理解能被沟通;能辨别,且所辨别能被沟通;能确定,且所确定能被沟通;不因贪欲而行事;不因嗔恨而行事;不因愚痴而行事;不因恐惧而行事。具备这二十二种公正者的法性,不依赖于法财或物质财富的任何一方,这就是所说的,这些都汇集于此。

The Ra-zhung is about the disputes concerning the Pratimoksha vows. In some of the petition texts for pacifying disputes, it is said: What is an impartial bhikshu? It is one who has not gone to one side or the other. Those who are permanently appointed by the Sangha means that those impartial ones are permanently appointed by all the Sangha in that Sangha place in order to pacify the disputes that have arisen, and not for the sake of temporarily appointing them for one dispute. Here, it says to appoint without creating disputes, which means that in appointing an impartial person, one should appoint such a person. Knowing shame and desiring to learn means that knowing shame here means being able to restrain oneself in all the precepts that have been properly taken, and not just being content with superficial benefits. In the "Mother Sutra," it is said: One should seek a bhikshu who possesses twenty-two qualities. What are the twenty-two? That is, one who possesses morality, is perfect from the beginning, knows shame and is remorseful, and desires vows and learning; One who is very knowledgeable in the Vinaya, retains what is heard, accumulates what is heard; is proficient in the Agamas; is skilled in debate; is skilled in instigating debate; is skilled in distinguishing the differences in debate; is skilled in stopping debate; is skilled in preventing debate from arising again after it has ceased; is proficient in the Shastras; is skilled in practicing the basis especially, and speaks without fault; does not tolerate others committing faults; does not engage in evil deeds with body and speech; speaks and makes speech understandable; makes understanding and makes understanding communicable; distinguishes and makes what is distinguished communicable; ascertains and makes what is ascertained communicable; does not act out of desire; does not act out of hatred; does not act out of ignorance; does not act out of fear. Possessing these twenty-two qualities of an impartial person, not relying on either side of Dharma wealth or material wealth, that is what is said, and these are collected here.
