The meaning of "giving" is that whatever gives the Uposatha is done through karma. It means that not all of these are done by yourself. The meaning of "the previous one is also" is to indicate giving harmony, which is also done through karma. Similarly, giving harmony and the Uposatha that is in accordance with harmony, those are given through karma, and through the karma of petition and distinction, it should be known that the karma of petition is prior. For the sake of harmony, auspiciousness, and the occurrence of harm, it is permissible to perform the Uposatha, meaning that these others, through the lineage of giving completely pure precepts, can perform these called Uposatha. In order to achieve harmony in all matters, it is permissible to perform the Uposatha of harmony. For the sake of auspiciousness, and in the context of Dharma and Vinaya, and in the context of the happiness of the Sangha, seeing that slightly inauspicious things are pacified, these are done for the sake of achieving petition. For harm, in order to completely reconcile or suspected matters, in order to pacify those, in the city of Vaishali, whatever is gathered, the Uposatha that is done is in order to pacify the ten impermissible bases that have arisen. It should be known that this is because seeing the Dharma and Vinaya completely confused. It is reasonable to do these in order to pacify inauspicious things, but not for harm that has not been pacified. Just as it was done in the city of Vaishali. For this, the time is only that cause, meaning that for doing the Uposatha, although it is not the fourteenth or fifteenth day, but if it is the time of those such as harmony, then it is only that cause. The treatise here is these five Uposathas of close dwelling, namely the fourteenth, the fifteenth, the auspicious Uposatha, the Uposatha of the occurrence of harm, and the Uposatha of harmony. A Bhikshu should not perform the Uposatha without the Uposatha. If he does, it will become a serious offense. It is said that it is except for doing the auspicious Uposatha, the Uposatha of the occurrence of harm, and the Uposatha of harmony. This is the basis for doing karma. The one who speaks what is not Dharma.

If different actions are performed within the boundary with a mind of hatred, that is a schism. It means, thinking, 'What use do we have for these things contained within? Let these things be different from us!' With this discriminating mind, within the boundary of the speakers of the Dharma, performing actions different from those who do not speak the Dharma, that is a schism, which means a schism in action. Here, the scripture says that small pieces will split the Sangha of Kausambi because the non-Dharma speakers did not mix the Pratimoksha within the boundary. Or, the Dharma speakers distinguish the side of the non-Dharma speakers, which is not doing things within the boundary. Those who do not waver from the Dharma do this, treating those non-Dharma speakers in that way of expelling them from their dwelling. Here it says that each one's own actions will form, meaning that for this Sangha of schism, which is the subject of action, the actions of each side are different, and different things will form. For those who do not conform to one's own side, actions will not form, meaning that for those who do not conform to one's own side, actions will not form. Here, the scripture says, if the Bhikshus abide separately and expel each other from their respective sides, should it be said that they are expelled from the dwelling? The Buddha said, it should be said that they are not expelled from the dwelling. The actions of the Sangha, if done by the Dharma speakers, are done, but if done by the non-Dharma speakers, they are not done. Here, the scripture says, if the Sangha splits, and one side or the other dissolves the boundary, should it be said that the boundary is dissolved? If the Dharma speakers dissolve it, then it should be said that it is dissolved. Here it says, if impartial people exist, then it should be told to the Bhikshunis, meaning that for this Sangha schism, if impartial people exist, then it should be told to the Bhikshunis. If they do not exist, then the Dharma speakers themselves will do it. Here, the scripture says, from the request, the venerable one is temporarily of Kausambi...

When monks are gathered in two factions, which faction should instruct the nuns? The Blessed One said that the neutral ones nearby should go outside the boundary and instruct them. A Brahmin girl asked, "If there are no neutral ones, then only the Dharma speakers should instruct." They said, "Those who are in accordance with the Dharma are not in accordance with those who are not." This means that the work of those neutral ones is that those who are in accordance with the Dharma will become not in accordance, because they belong to the Sangha and are inseparable from the Sangha. Those who are in accordance with the non-Dharma are not. Neutral ones or monks should avoid disagreement with the Dharma speakers in their work, and even if they live together, they should be in harmony. Those who speak non-Dharma are also not. Therefore, this is taught in this way. If one follows, one will degenerate, which means that if the neutral ones follow any faction, the neutral ones themselves will degenerate. Because being in the middle state itself is being silent. Not falling into any of the two factions, and being in the middle state without falling into any faction, this is taught as being neutral. Just as here, in the sutra it is asked, when the ten matters of the Vaishali monks occur, how should it be stated which elder monks do not belong to any faction or to the second faction? It should be stated that those who are in a calm state are neutral. Here, in order to accomplish certain aspects, one should know the neutral ones, those who are in the middle state, and those who are not silent. That should not be done, which means that one should not do what causes the neutral ones themselves to degenerate. Here, the sutra says, when the Sangha is divided, how should the neutral ones accomplish it? Do not go to any faction yourself, nor send a messenger. Do not go to the second faction yourself, nor send a messenger, but restrain yourself with your body, and also restrain yourself with your speech, and go outside the boundary to perform the Uposatha. The Sangha of nuns is divided into one faction and another faction.
