Moreover, the word "also" is stated to follow the saying "not having properly restrained speech." For these statements, it should also be considered that being in accordance with each of them is not having properly restrained speech. Saying "not being of inherent nature" also refers to being in accordance with actions such as lying. Therefore, not having properly restrained speech can also be said to be "not being of inherent nature." Furthermore, saying "not being an action" refers to indulging more in actions that lead to downfall, which is also called "not being of inherent nature." Saying "not doing what should be done" refers to generating downfall by not doing what should be done, which is inconsistent, meaning abandoning effort in all disciplines and losing interest. Abandoning the beginning, forsaking with the intention of walking, is falling away from conduct, meaning starting the conduct of sitting, having previously been sitting, now forsaking with the intention of going elsewhere, is falling away from conduct. If asked what one enters into, it means entering into this conduct. A monastic community rising from the seat due to illness is falling away from conduct, but not from elsewhere. Here, the scripture speaks of those who have risen from within the monastic community, from the near ones to all. Rising from the seat and rising from within the monastic community, not leaving, this is similar to distinguishing the meaning here, and that is the meaning here. Going to a place, engaging in other main affairs, refers to attachment. Observation should be spoken to the monastic community, meaning the wisdom of observing doubts about the affairs of the monastic community is called observation. It should not be spoken to others, meaning if observation is not spoken to groups other than the monastic community, that is, non-monastic communities, then what need is there to speak of observation to individuals? It should not be spoken to those who have not taken full ordination, meaning it is not even for the monastic community of novices. It should also not be spoken to those who are not suitable to supplement the monastic community, meaning even if they have taken full ordination, observation should not be spoken to those who are not suitable to supplement the monastic community. The remainder not

One should not say "already gathered" means that for the basis belonging to the one who has been gathered, one should not say the one who has not been gathered, in order to avoid harm arising from this. One should not proclaim views. Here, the scripture comes from the Mother Sutra: "What are the five kinds of proclamations of views that are not in accordance with the Dharma? That is, proclaiming views in a place where one should not dwell, proclaiming views in a place where one dwells separately, proclaiming views to one who has not fully taken vows, proclaiming views to the Sangha, and proclaiming views about things that are remaining without remainder. These five are proclamations of views that are not in accordance with the Dharma, and the five that are the opposite of these are proclamations of views that are in accordance with the Dharma." Here, the term "Sangha" refers to those who have become many monks. One should know that those in front of whom the occurrence of things in accordance with the Dharma is mentioned are those who have become the Sangha. The prohibition of proclaiming views about things that are remaining without remainder is in order to avoid harm arising from that person because of that. Here, the scripture comes from the Request Sutra: "If one proclaims views about a previous occurrence of a downfall, one commits a misdeed. If one is in a place of thieving means, and if one proclaims views about the first quarrel and the giving of precepts, one commits a misdeed to a novice monk. Similarly, if one proclaims views to one who has been expelled from the Sangha, one also commits a misdeed." Here, in summary, for those who have the authority to subsequently permit, this should be the kind of thing. This refers to the prohibition of proclaiming things in front of those who should not dwell, etc. Therefore, one should know that all things that should not be supplemented are prohibited. One should appoint the one who is most excellent and increases the most afterwards means that for the person who was previously appointed, afterwards for that matter, one should appoint the one who does the most excellent and the one who increases the most. Here, the scripture comes from the Mother Sutra, from what is said between "having done it first, one should not abandon it." One should set a time, one should not do means to appoint. For whom should one set a time, one should not appoint? Therefore, it is said "again and again or to others," that is, for others it is also necessary for everything to occur, you alone...
