The initial action refers to abandoning what is about to be completed as a proximate cause. One who has not completed the proximate cause should perform actions involving hearing. Furthermore, abandoning the proximity of hearing and placing it in the proximity of seeing, this phrase comes from the Vinaya. If it is not something to be heard, but something done directly, and something to be proclaimed accordingly, and the action of distinguishing, in what way should it be grasped? Therefore, placing these tasks in the proximity of observation, one accomplishes them directly. By understanding, one proclaims accordingly, as it is said. "These tasks" refers to what is done directly and what should be proclaimed accordingly. What is done directly is accomplished by placing the action of what should be heard in the proximity of observation. What is proclaimed accordingly is accomplished by performing actions such as those that are not to be heard, and so on. For example, saying to you, "The request among the four tasks of request and so on is already done," is accomplished through understanding. The prohibitions of madness, not prostrating, not speaking, not enjoying possessions, and the vows of the monastery are all things that have not become manifest. "Adding the word 'vow' to each of the monastery and so on" means the vow of the monastery, the vow of madness, the vow of not prostrating, and the vow of not enjoying possessions. Here, the text is from the Mother Sutra: "What are the ten actions that are not to be made manifest? They are overturning the bowl, completely covering the overturned bowl, the vow of learning, the vow of expanding learning, the vow of the monastery, the vow of a novice monk, the vow of madness, the vow of not prostrating, the vow of not speaking, and the vow of not enjoying possessions." If one asks, why are the five vows from overturning the bowl to the vow of a novice monk not included here? The answer is that they are the domain of those who have not completed the proximate cause, so there is no fear of them becoming manifest. Therefore, they are not mentioned in this sutra. Here, one makes a determination for oneself, expelling others.

Therefore, it is not. Therefore, it is only for those that have not manifested that actions should be done. This refers to the meanings of not speaking, not enjoying, and not going to the temple, etc. For these meanings, one should understand in order the precepts of not speaking, not enjoying, and the temple. The precept of madness is given to accomplish the goals related to madness and being of one mind, and to madness and not being of one mind. The precept of not prostrating is for the defeated monks, to be done by the nuns. These precepts are done for those who have not fully taken ordination and have not manifested, while all other actions are for those who have manifested. Without requesting, one should not speak for that purpose, which means that one should not speak the Dharma to those who do not understand for what purpose the Dharma is spoken. The previously stated "do not do inconsistent things" is to show the nature of inconsistency. To supplement what belongs within that boundary, not following with the body or the intention towards that, and also to dispel, if the person doing that action is in accordance with inconsistency and Dharma, then the conduct is not diminished, abiding in its own nature, speech is correctly restrained and not manifested, except for those related to illness, it is the nature of inconsistency, it is said. The nature of inconsistency is of two kinds: following the gathering, and dispelling. In order to first show in what difference and with what kind of dwelling there is no following, it is said, "belonging within that boundary," meaning the monks belonging within the boundary where that action is done. The term "should be supplemented" means for others who have not taken ordination and have fallen, etc. The scriptural authority here is, "As long as the monks obtain the boundary and obtain the action." Therefore, this is the word of obtaining the action. Because that is the nature of obtaining the action, because that is suitable for accomplishing. In what way is there no following of the gathering? Therefore, the body or the intention towards that.
