It is said that "intention" refers to the revocation that has no end and is inconsistent. This is related to that. Wherever it is mentioned that one has not followed, in order to supplement what belongs to the scope of that boundary, in order to know that the appropriate Dharma is just like that, the word "also" is used. For those who abide in the external realm, revocation does not arise. The so-called revocation is to use revocation to indicate "also," and it should be connected with "inconsistency is." Why revoke? Therefore, it is said, "Other than the one who performs the action." Therefore, revocation is established, but revocation by the performer himself is not established. If one must strive to perform actions on everything, what should be done? Therefore, it is said, "If one possesses inconsistency and Dharma." If the action is like that, then one must strive for such an action. It means that the other, inconsistent one is established. Those who are released from punishment are included in the count, and revocation by those who perform actions on them is not established. For giving, renunciation, patience, and appointment, therefore, they are done by them. Here, the scripture starts from the root, the Venerable Bhagavan said, "For whomever an action is performed, revocation by him is not established." Venerable, if it is not the Sangha, and an action is performed, then is revocation not established? The close retinue is established. Venerable, if those twelve people are appointed, and they say, "Please do not appoint us," then is their revocation also not established? The close retinue is established, saying it is not established, that is what I said considering the action of punishment. With what kind of person's appearance is revocation established? In order to show that, it is said, "Not degenerated from conduct, abiding in one's own nature, speech completely subdued.

Oh, what is said, that is its summary. That is not understood, because for this, the statement of the reason belonging to the return will arise, so one should avoid grasping "words that should be avoided," it is precisely for this that those are formed. The so-called "together with the inside," because for unpleasant objects, reason should not be subsequently grasped, so for subsequently grasping this, one should not doubt the reason, because it is not based on trust, therefore for this, it is not summarized into words. The sutra says, how many monks can return? There are four close conducts: abiding in one's own nature, abiding in its boundary, not falling back from conduct, and restraining with correct speech. Here, it should be clearly understood that restraining with correct speech itself is not understood, and these two, together with the inside. For together with the inside, because it is not many, it is not suitable to say. For not understanding, because it is not allowed. Therefore, these words are due to the power of restraint. The so-called "that" refers to those who have not restrained that this is said. Then, why did the sutra abandon these? Because, the sutra says, it is to show very clearly. The so-called "not fallen back," here, what is falling back? Because what does not exist is not falling back? Is it abiding in one's own nature itself? What is not restrained? Because it has return, is restraint itself abiding in one's own nature? For such a thought, in scattered teachings it is said, how many monks have not restrained with correct speech, up to the close practitioner, do they lie? Are there slanderers? Are there harsh language speakers? Or are there meaningless speech speakers? In order to summarize these and so on, it is said, "being consistent with lying itself is not restraining with correct speech," the so-called "being consistent with lying itself" refers to the mind not restraining from lying, that is not restraining with correct speech, but it is not becoming a lie because of any loss of mindfulness. Is it only because of that that there is no restraining with correct speech? Therefore, it is said that there are also slander, harsh language, and meaningless speech, subsequently consistent.
