It is mentioned that Saṃghāvaśeṣa and Niḥsargika Pāyantika should be dwelt in by blessing. If one accepts the remaining things to be bound, then appointing the blesser, which is called "not avoiding", is consistent. If one has the ability, it will not change, which means that if one has the ability to confess, one will not be purified by blessing. Why is this taught? If one knows that it is a defeat, one should expel and distinguish it. If one knows that it is a Saṃghāvaśeṣa, one should distinguish it by blessing. If one knows that it is a Niḥsargika, one should distinguish it by blessing. If one knows that it is a Pāyantika, one should confess and distinguish it. If one knows that it should be confessed individually, one should confess individually and distinguish it. If one knows that it is a sin to be confessed, one should confess and distinguish it. Saying "not abandoned" specifically excludes the two: abandoning differently and expulsion from the Sangha. In order to eliminate those who have lost and committed the two acts of immediate retribution, it is intended to manifest regression here. Loss and committing the two acts of immediate retribution are regression. From what does it regress? From the very conformity to going to a good destination and naturally abiding. Separation from full ordination is also regression from full ordination. Other than those who have not abandoned and have not regressed, these others, "one should not act with hearing," through this, one should know that it shows admonishment, as well as giving the seeking of its own nature, intimidation, degradation, expulsion, and abandonment, etc. There is no fault for those who act with hearing in those matters. Expulsion from the Sangha is also one's own action, and in order to conform, "also" is said, meaning that the request for forgiveness by the one expelled from the Sangha is not something other than his acting with hearing. If it is said, then do those who dwell in different places indiscriminately say to abandon these people? Although it is true, it should be known that this refers to different places that have not been fully embraced, because it is not appropriate to completely abandon those who have been fully embraced. For those who have been expelled from the Sangha, abandoning the danger of hearing, and placing it in the danger of seeing, here it should be understood as not being expelled by others. In order to ask internally, requests, etc., for those who should receive full ordination, also, in order to conform, "also" is said. "Internally" refers to asking within the Sangha what obstructive dharmas are, for that reason. "Request" refers to that.
