It should be known that it is formed by the precepts of the Bhikṣu vows. Both the going forth itself and the precepts of the Śrāmaṇera vows also depend on this. Again, there is a difference here: going forth from the Upādhyāya himself, that is, the precepts are from another. To fully uphold relying on the support, the ritual is that the first Upādhyāya himself asks about obstacles. Saying, "For the completely pure one, permission is granted," for the going forth itself, whatever causes obstacles, such as not having killed, etc., is considered an obstacle here. Therefore, after inquiring about the obstacles that depend on the going forth itself, if this person does not have those qualities, therefore, for this completely pure person, first by the Upādhyāya himself, by the Śrāmaṇera's Upādhyāya himself, saying, "I will cause you to go forth," this is the act of granting permission. Even so, according to what is said in the scriptures, whoever approaches relying on going forth, he should inquire about the obstacles and act according to the scriptures. In order to show the order of the precepts, it is said: the Upāsaka himself, the Śrāmaṇera himself, and the Bhikṣu himself, the former not fully taken, the latter should not be done. That is, the former of these, such as the Upāsaka himself, if the former is not fully taken, not having approached and promised with its own nature, then the latter should not be done. This is an explanation of the order. After inquiring about the obstacles, for the sake of taking the going forth, first he should be made to take the Upāsaka vows. Then the Śrāmaṇera vows, and then the Bhikṣu vows, in order to know that it should arise in this way, this does not mean that without taking the former, the latter will not arise. Before the Bhikṣu vows, the arising of other vows also has a fundamental basis, the Śrāmaṇera vows can arise without the Upāsaka vows. The Bhikṣu vows do not have a fundamental basis. In order to show that taking refuge is the prerequisite for taking vows, it is said: one should make the vow to take refuge, and the vow to become an Upāsaka and a Śrāmaṇera. Saying, "Taking refuge is taking refuge,"

It is a commitment to take refuge. Reciting "I take refuge in the Buddha," etc., is the word of commitment to take refuge. Making is what has been made. It is said that the words of commitment to being a layperson and a novice should be made. Who is that? It is the practitioner. That is like this, the one who takes the vows should say: Venerable one, please listen, I am called so-and-so, I take refuge in the Buddha. Until the end of my life, please venerable one, accept me as a layperson. Venerable one, please listen, I am called so-and-so, until the end of my life, I take refuge in the Buddha. I take refuge in the excellent Dharma of those who are free from attachment. I take refuge in the excellent Sangha of the assembly. Until the end of my life, please preceptor, accept me as a novice. Such words should be said three times when making the commitment. Some people first say the refuge three times, and then say, "Please venerable one, accept me as a layperson, please preceptor, accept me as a novice." Saying this is unreasonable. Because these words of perfect ordination, which exist in this way, the words of refuge are not the nature of separate limbs. Furthermore, for those who have previously only committed to taking refuge, it would be a fault if they did not say the refuge at the time of taking the vows. This should be said at this time in order to generate an excellent mind of renunciation. Because these words of perfect ordination are limbs, and not otherwise. Taking vows without relying on the mind of renunciation is not possible, because the vows are in accordance with renunciation. Then, how does one arise when fully ordained as a monk without the words of refuge? This is not a fault, because the meaning is accomplished by the very word of full ordination, and because it is the characteristic of preventing all non-conduct. Because all aspects

To vow to attain Nirvana in all places is to take the full ordination. Because one who abides in the full ordination will abide in accordance with Nirvana. The word 'should do' is for oneself, and this word is used by the practitioner to say 'should do this' for the purpose of truly showing the meaning. Here, what is said by others should be understood as 'to be taught', not giving and receiving. When observing the upavasatha vows, one should also know that the practitioner himself 'should do this'. As for 'that dharma of giving and receiving', some say that because it is merely recitation, it should be known that this is a mistake for them, because it is the same as truly receiving. After that, the precepts are spoken in the manner of vowing, and should be done. The word 'this' refers to the upasaka himself, and the shramanera himself. After the words of vowing, the upasaka and shramanera speak the words of the precepts according to their respective situations. First, it is for the five. Later, it is for the ten. How is it known? By the manner of vowing, that is, 'I will refrain from this and this', not 'This and this that you have given, I will protect'. After one has personally practiced as an upasaka, one should hand it over to the bhikshu who reports to the sangha. The word 'oneself' refers to the preceptor at this time. Because that is for the occasion of ordination. After he himself has personally practiced as an upasaka, that is, after giving the upasaka vows. If that is in relation to ordination, then one should hand it over to the bhikshu who reports to the sangha with the words 'Please report'. The 'should do' action related to the bhikshu is done by a man. 'This is only the preceptor's own purpose', to extremely show this meaning, it is a statement for my purpose. Because it is not the nature of actions such as requests, even if one has not taken full ordination, there is no contradiction in reporting to the sangha for those who are aiming for ordination. To clearly express this distinction, the word 'bhikshu' is used.
