One should not be content with offerings, reverence, Dharma, and material possessions, cut off the practice of virtue, and should be prohibited from residing. Those who are faithless, lazy, discontented, disrespectful, and associate with evil friends are suitable for those punishments. If someone who has been sentenced is taken in by another, the offense becomes more serious. If someone is doing it, but you do not respectfully tolerate him, what should be done? Therefore, if there is no respect, a learned monk should be appointed for the sake of fairness. What is the meaning of this? Therefore, "learned" is mentioned, meaning the wise one who is appointed to treat him fairly. If someone asks for forgiveness for the loss that has been caused, he should be forgiven. It means that for whatever reason someone has been sentenced, he should be forgiven for abandoning everything. Even if it is not like that, one should still forgive. One should not impose punishment on someone who is not suitable. One should not be unforgiving to someone who is suitable. One should not forgive someone who is not suitable, which means in all circumstances. If he truly does not repent, he should be expelled from the dwelling. For a novice monk, one should also give a water strainer, pills, a communal container, a lower garment, and an upper robe. If someone wants to take the full ordination of a monk, one should give the five requisites and then expel him, which is related. The water strainer refers to the "water drinker" mentioned earlier. The five requisites refer to the three Dharma robes, a cushion, and a begging bowl. This is also the case for those who have taken full ordination, which is related to the five requisites. Do not be arrogant like a lion. Do not enact laws that will cause harm, which refers to the monks who have become a Sangha. The so-called "dwelling" refers to not having washed. It means that after getting up at night, one should not greet others or give food etc. to others until one has cleaned one's mouth with a tooth stick or something else, which is what this indicates. The text here is: A monk should not eat alms food without discarding the tooth stick. It is said that doing so would commit a serious offense. As it is said in the Vinaya, without giving and receiving...

This was said because it prevents food from being near. You do not clear the dirt from your mouth, but only care about eating, that's what this is about. In this way, the method of dwelling is shown. The scripture is, dwelling together with this that can function, the attendant gets up early in the morning, rolls the lower skirt into a circle, throws away the tooth wood, prostrates to the stupa inside the boundary, etc., completely purified, therefore throwing away the tooth wood, this sentence is here. Therefore, this sutra is said, the tooth wood should be thrown in a secluded place. This is not in accordance, therefore, in order to remove the dirt from the mouth, it is necessary to rely on this. How to throw it away? Therefore, it is said, "Saying anything is fine," that is, in a secluded place. Do not throw it near a tree or wall that can be enjoyed. "Near" means close, the place where the great being resides all the time, that is the place to be enjoyed nearby here, do not throw tooth wood there, etc., that is the meaning. Its size is below twelve fingers and above eight fingers. Here refers to the tooth wood. Above eight fingers, it means that the word "above" is connected here, starting from twelve fingers, until eight fingers, this is its size. For people with a lot of phlegm, if not, more than four fingers above, that is, the size of more than four fingers above, if it often appears, measure it with the previous size, that is the size of the tooth wood for people with a lot of phlegm. The scripture here is, the middle is the center, but those with a lot of phlegm, they should also throw away the tooth wood below four fingers. In the room, there is nothing inappropriate to throw the tooth wood in a copper basin. Throwing away, because the situation itself is throwing away the tooth wood. There, covering it with leaves will not be untrue, here throwing away the tooth wood, covering it with leaves, is only to achieve seclusion. There, it is possible to do so within a cubit.
