Although it is so, one only commits one misdeed, which is a downfall. Therefore, for the saying "committed a misdeed, with regret," if one does not accept the explanation of downfall, then only the Khenpo will commit a downfall, and for the others, it is best to distinguish it as a misdeed. Therefore, here these are faults, if a Bhikshu ordains someone as a Bhikshu because of a gross offense, then it is combined as a downfall. For that person who is not fully ordained, those Bhikshus should also be seized, the Sutra says that the Khenpo himself ordains as a Bhikshu, therefore this was established. This can be known from the origin story, the Khenpo Holy Great Maudgalyayana ordained those who were eighteen years old as Bhikshus and then investigated this. For "he should not ask him whether he has reached the age," the "he" refers to the Khenpo. "He" refers to the one to be ordained as a Bhikshu. "Reached the age" means do not ask whether he has reached twenty years old, one must ask. For "others should also not do this," it means that other than the Khenpo, those who ordain as Bhikshus should also not fail to ask the one to be ordained as a Bhikshu. 不做圆满之意,所谓“彼”即是圆满。不知晓而行圆满是不可以的。所谓“谁应受谴责于此等”是指,向其余比丘揭示过失,这是它的总结。无论如何,二十岁者方可受圆满戒之意是说,对于具有未圆满之想者,以及对于行圆满戒者心生不悦,甚至对于未询问或未告知者,须知无论如何,二十岁者方可受圆满戒,而非其他。对于疑惑或犹豫不决者等,在此是无效的。所谓“于另一者知为已满”是指,若知晓另一位未满二十岁者已满二十岁,则可受圆满戒。所谓“对于不知、不忆、犹豫不决者亦然”是指,应与“于另一者可受圆满戒”相连。所谓“不知”是指不知年龄。不知、不忆、犹豫不决者,即是不知、不忆、犹豫不决,以及对于未满二十岁者认为已满二十岁。若是不知等情况,其意义即是如此宣称。在此,行事者即使是未完全具备天人想,也是如此宣称。如何未满二十岁也是田地呢?在此,以事物和意乐两种方式安立为田地。以能真实领受的意乐之力,即是田地,然而,若有人认为未满二十岁者已满二十岁,则不可为未满二十岁者行圆满戒。若不了解此仪轨,阿阇梨未询问或僧众也未询问,则如是说,属于彼时者即未宣说。若问:难道这不是以决断之智而如实安住吗?答:虽然是真实的,但以决断之智而言,未宣说并非是支分,但仍然是田地。于彼处亦会生起,因为具有圆满之想。

For those who doubt or hesitate, etc., it is not effective here. What is meant by "in another, knowing that it is complete" is that if one knows that another who is not yet twenty years old is twenty years old, then full ordination can be received. What is meant by "also for those who do not know, do not remember, and hesitate" is that it should be connected to "in another, full ordination can be received." What is meant by "not knowing" is not knowing the age. Those who do not know, do not remember, and hesitate are those who do not know, do not remember, and hesitate, and who think that those who are not yet twenty years old are twenty years old. If there are situations such as not knowing, the meaning is that it is declared in this way. Here, even if the actors do not fully possess the thought of the gods, it is declared in this way. How is it that one who is not yet twenty years old is also a field? Here, it is established as a field in two ways: by object and by intention. By the power of the intention to truly receive, it is a field, but if someone thinks that someone who is not yet twenty years old is twenty years old, then full ordination should not be performed for someone who is not yet twenty years old. If one does not understand this ritual, and the preceptor has not asked or the Sangha has not asked, then it is said that what belongs to that time is not declared. If asked, is this not truly abiding with decisive wisdom? The answer is: although it is true, in terms of decisive wisdom, what is not declared is not a limb, but it is still a field. Birth will also occur there, because there is the thought of being complete.
