于何处所得之物,最初到达者先取之,如其所至而取之,是故如是说。委任职务者,后来者先为之,是故说后来者先委任职务。此义谓,取物者,先得其处者先取之,委任职务者,后得其处者先委任职务。 住于寂静处者,头发不得超过两指。住于村落边者,不得超过前者之下。所谓前者之下者,即两指之下,不得超过半指与两指之量,当知于何处不应留发。 此处经文云:比丘住于寂静处者,头发应留两指之长,住于村落边者,应留前者之下。 有说两指围绕者,谓两指之量,若此读法,则谓何者以两指之量围绕,与前之读法义无别。若谓两指围绕,则不合理,以此长短不应作记号,且此学处之过失,亦由彼所生之过失所致。 何以故?超过五指之量者,谓出家时剃发之仪轨外,亦应剃发等,是故应于此处入于正道。 不得如牛毛般剃发,除非为治疮。不得留发髻,不得剃阴毛,此与不得留发髻相连。阴部即秘密之处。若非为治疮,他人不应剃,应问智者长老,然后剃之。若非为治疮,他人不应剃,世尊云:应洗五浊。

Regarding the acquisition of possessions, the one who arrives first at the place where something is found should take it first. As it is said, "One should take possessions according to how one arrives." Regarding the assignment of duties, the one who arrives later should be given priority, as it is said, "The one who arrives later should be given priority in the assignment of duties." The meaning is this: In acquiring possessions, the one who first obtains the correct place should take it first. In assigning duties, the one who later obtains the correct place should be given priority. A monastic living in a secluded place should not let their hair grow longer than two finger-widths. A monastic living on the edge of a village should not let it grow longer than the measure below that. The "measure below" means below two finger-widths, not exceeding the measure of one and a half finger-widths. It should be understood here where one should not let the hair grow. Here, the text states: "A monk living in a secluded place should let his hair grow to two finger-widths, and a monk living on the edge of a village should let it grow to the measure below that." Some say that "two finger-widths around" refers to the measure of two finger-widths. If this is the reading, then it means "whatever is surrounded by the measure of two finger-widths," which is no different in meaning from the previous reading. However, if it means "two finger-widths around," then it is not reasonable, because this length should not be marked, and the fault of this training is also due to the fault that arose from it. Why? Because the measure exceeding five finger-widths refers to the shaving of hair outside of the ritual of shaving hair at the time of ordination, and it is reasonable to do things such as shaving hair. Therefore, one should enter the right path in this place. One should not shave the hair like cow hair, except for healing wounds. One should not keep a topknot, and one should not shave pubic hair, which is related to not keeping a topknot. The pubic area is the secret place. If it is not for healing wounds, others should not shave it. One should ask wise elders and then shave it. If it is not for healing wounds, others should not shave it. The Blessed One said: "One should wash away the five turbidities."

If one is not actually alive, one should ask the monks who hold the Sutra Pitaka, hold the Vinaya Pitaka, and hold the Matrika, and have them shave the pubic hair, so it is said. This is the text here. That is the example, such a purification ceremony is reasonable, and various other situations are also included in the treatment. Observing the elder monks, for the sake of wounds or for the sake of sentient beings, the work of shaving is done in a place without harm, here the text of other situations is the remainder after obvious cognition of it. The two elders rely on obvious precepts and thorough knowledge of the Dharma and Vinaya. Both of these are contained in the seed of view. What is contained is discernment. The words of the holder of the Vinaya Pitaka should be known to depend on the wise. For the sake of sentient beings, here it refers to the sentient beings at the wound, not lice, etc. This is also included in for the sake of the wound, so it is not adopted. Given hair should also not be shaved for other reasons. For other reasons does not mean for the sake of the wound. Given hair refers to the hair of the limbs. Nor should it be done to other body parts, referring to the body other than the pubic area and the given area, from the throat down to any part called the body, the work of shaving is prohibited. Here, according to the Matrika, other than hair and beard, the hair of other limbs and appendages should not be shaved. If one shaves, one will commit the downfall of mischief.
