Ro! Because circumstances are diverse. For example, a monk, if he has attained the three knowledges, has completely abandoned the three defilements, and has not fully possessed the five qualities, then he should not travel or reside in unsuitable places, nor should he be close, because the Buddha said so. To abandon these for a long time, in order to accomplish all that has been prescribed, one must also protect abiding in the Vinaya. For those things that cause displeasure to others due to excessive behavior, in order to completely abandon them, one must value the training and possess respect for it, in order to generate respect, and in order for the Dharma to abide, one must act without transgressing fame and so on. Otherwise, if one transgresses, it proves that the Dharma is declining. Therefore, just as the three knowledges are not allowed here, so it is with others. This is the situation of abiding. For those who come for ordination, one should ask whether they are non-Buddhists, and those who confer full ordination should also ask. Asking refers to the preceptor. Asking will become complete, those who confer full ordination are related to this. Only those who confer full ordination should ask this question, because it is shown secretly, so it must be combined. Except for the Shakyas and the matted hair of Mepa, those non-Buddhists who are not satisfied in their hearts should not be allowed to ordain or receive full ordination. For the lineages of Shakya and Mepa, the Bhagavan will surely truly accomplish these things that take practice as their essence, not falsely, this is slightly better, it is endowed with merit. One should understand where these are allowed. I will completely abandon relatives, I will give alms, there where it is said, for those who have not seen relatives, true accomplishment will occur, this is known by the Bhagavan. Therefore, the Buddha said that the reason for completely abandoning relatives is giving.

Thus it is. Here, the heretic is truly engaged in the work of serving fire. It should be understood that this refers to the state of his mind being completely purified and entering into it. Because if it is done that way, it is impossible not to have a perfect mind. The so-called "application" refers to the application to heretics and later heretics such as Shakya. For those who are not satisfied with being called the ultimate of heretics, the name of heretic is first abandoned, and the dissatisfied mind is abandoned. The so-called Shakya and the fire-worshipping matted-hair heretics, this is abandoning the word of dissatisfaction, the beginning is the end of the word of heretic. What is said, "Are you not this?" etc., know that this is naming. Where the so-called "application" is spoken, for those who approach for ordination, one should ask, "Are you not a heretic?" It should also be understood that those who confer full ordination should neither expel nor not confer full ordination. From here on, those who are the basis of ordination and who rely on subtle points should be distinguished. How should those who are content call heretics? In order to know the full meaning, praising the Buddhas, and the untrue praise of heretics, immovability itself is contentment. Because one does not get angry, one is immovable, and the nature of immovability is immovability itself. For this reason, for those who do not possess this condition, place them in the position of a layperson, give them a dwelling in the Sangha, and let them dwell for four months. The so-called "for this reason" is for contentment itself. The so-called "not possessing this condition" refers to possessing contentment. The so-called "this" refers to the heretic. The so-called "ultimate of being placed in the position of a layperson" refers to the ultimate of being placed in the position of a layperson through the ritual, therefore it is the ultimate of being placed in the position of a layperson. For such a person, the Sangha grants a dwelling through petition and four karmas.
