So, what are the two fundamental bases of the precepts below? Regarding those who are not relatives, and those called "householders," these two should be understood, that is its meaning. The phrase "for tailors, giving, and others" means for tailors, giving, and others and those. It means, for those who are not relatives and not householders. Regarding the meaning spoken by others, it should be understood that it is grasped by the word "others." Just as with non-relatives, from relatives, there is no fault except for increase and the alms bowl, regarding this statement, "no fault" means without fault.
